The cost of Government Kill and No Kill shelters is staggering. Mistreated animals and unwanted ones can be helped by adopting a law that provides everyone in the United States a voucher to spay and neuter their pets for free.   It is much more cost effective to reduce the pet population than to build and operate shelters.  The idea is simple. We must start off right at the birth of an animal, not wait until it produces litter after litter. 5 million animals in the U.S. are put to death annually.  Let's change this by asking for a sensible way to prevent this large number of deaths.  This approach will greatly reduce the number of pets taken to shelters,  therefore providing improvement in care for those unfortunate pets who must be sent to a shelter.
