This case poses a legal and moral minefield for authorities. The Nazi regime systematically plundered thousands of art works from museums and individuals across Europe. An unknown number of those works are still missing.  We need to instill a culture of transparency, not just with museum and private collections worldwide but also in ongoing investigations where artworks have been recovered or siezed.
