Update the internet services in West Virginia.

Update the internet services in West Virginia.
The Issue
Currently in the U.S. there is no governing body that controls internet service providers. DSL services are considered a convenience in some sense. This was due to an FCC ruling. This ruling makes providers unaccountable for poor service, and high rates. In 2008, The census reported Hampshire County to have a population of 23,964. There were no estimates as of late, however, our area has undergone a boom of new residents. Currently we only have one choice of phone service, which lays on Frontier Communications. This is not by chance either Frontier maintains sole access rights for the lines. No matter what carrier we use, Frontier is the only authorized agent to work on the lines. If we bought service through another company, Frontier would do the service work at their convienience. So we are stuck without option. Our major cities within the county have the choice of cable providers, which can handle VoIP options, but the interconnecting subdivisions do not.
In Levels, WV for example there is only the choice of satellite or Frontier. This company has denied there is a demand for better quality in this area. Currently, their connections speeds to the internet are being throttled to be less than 1 megabit per second. This is less than 10% of the average speeds worldwide. We need your help! Even if this isnt where you live, Please help us in letting this corporation know this market isnt free. We expect to be compensated with quality in return. This is not new service or 'cutting edge' technology. We ask that they spend some of the money we pay them to provide us with a more equal, fair service. We are not asking for the best. We are only asking that they be comparable to the services others recieve for the same amount we invest. We only get 1 MB/s before the DSL is consumed by other subscribers. During the heavy load times our speeds drop to less than dial up connections. Our feed of DSL also supplies the neighboring cities. We're just asking for consistant speeds that allow our businesses and families to grow.
Many other counties and subdivisions experience these same issues. Frontier Communications which originated in the roots of this state acts as though we are supposed to be submissive and grateful for what we are given and not what we deserve or pay for. This petitiion only mentions Hampshire County as I am a resident there. I dont want to be unjust and point out other locations without someone's voice there to represent it. If you wish to have your county included, message me with the details.
Edit: Below are cities added to our petition due to requests of your subscribers in other areas that need attention:
Levels, WV
Points, WV
Fort Ashby, WV
Apple Grove, WV
