20 year old Tyler Spann was shot and Killed by an off duty police officer April 16th 2010. Carlos Verdoni was cleared of any wrong doing and the shooting was deemed "just" in less then 72 hours. A blood alcohol test or drug test was never given to the shooter. How can a thorough investigation be perfomed by the same department as the off duty officer works for?
