First time offenders law

First -time offenders law under the age of 21, who have been
a productive citizen while acquiring education from an institution and working in the community should not be given harsh punishment by law. They should be rehabilitated back into the community with the guidance of halfway houses, mentor support, house arrest, out on probation and zero
tolerance.
