We need a "man on the moon" type mission to develop a federal cloud computing effort.  A distributed cloud computing effort could protect community services and IT infrastructure in the case of a natural disaster as well as allow smaller communities and organizations to realize economies of scale in regards to IT services.  The federal government should not rely solely on Amazon, Google and other corporations to provide these services but should instead lead the way in developing distributed, reusable, and efficient applications and services.
