The laws hasn't changed since the 1800s and something needs to be done. The laws don't recognize pets as a living being with rights but rather a peice of property that owners can do with as they want including lighting a cat on fire or beating a dog with a shovel just to name a couple...People need to pay for the abuse they cause on animals but the government doesn't seem to care about this! grrrr!!! The government has to change the laws and they need to make an "important issue"!
