The States obviously based on the voters determine whether to recognize the existance of Medical Cannabis .

  Then the States based on the voters decide whther the people want it to be legally accessible for medical purposes.

  If the State determines that the voters decide to legalize it for medical purposes via vote , then the FDA is required to oversee the State's safety regulation and handeling prescriptions of the medicine being dispensed is properly and safely.

  We the people demand that the FDA support and acknowledge the State's law for dispensing medical cannabis by doing their job for the public safety of each state .

They must treat colelctives as they do Rite Aid, and Walgreens.

Especially since each state's medicaid and medicare will be involved in the compensation for the prescriptions.

They cannot do any of their responsiblity if they keep it illegal by federal law, As it conflicts with state law where it is legal. Thus the FDA would be failing in the responsibilites to protect the public. 

The states need financial support from the feds to meet the standards the FDA would set forth for safety and regulation of the medical cannabis prescriptions being dispensed to the patience.
