Brownsville ISD sued a company by the name of Healthsmart for fraud. The city of Lubbock, Texas also cancelled its contract with Healthsmart. In Lubbock the FBI has executed search warrants related to Healthsmart and its then owner Ted Parker. The Texas Ethics Commission investigated campaign finance wrongdoing by the candidate supported by Ted Parker and his convicted felon compadre Carlos Quintanilla. They issued sanctions against Ted Parker and Carlos Quintanilla's candidate.

Carlos Quintanilla then came to Brownsville and according to sworn testimony helped to organize a bogus PAC to pack the BISD Board with trustees who would dismiss the Healthsmart lawsuit.

Carlos Quintanilla's home has been in endless foreclosure proceedings. The judge will decide on December 12, 2011, whether or not the home can be foreclosed on. He is desperate for money. We the people of Brownsville are concerned that if the current BISD trustees dismiss the Healthsmart lawsuit on December 6, 2011, Carlos Quintanilla will receive some money from Ted Parker.

We the people of Brownsville believe the FBI in Lubbock has done its job. Why have they not done their job in Brownsville. Only the FBI can get to the truth. Brownsville ISD like all school districts in Texas are in desperate need for more funding. Brownsville cannot afford to dismiss the Healthsmart lawsuit. BISD's children need the money.
