Dog owners should realize that if they allow their animals to roam loose they will have to take responsibility for their dogs actions. If not, this would be setting a bad example if there are no consequences to the owners and these animals are allowed freed only to perhaps kill again helpless livestock, a child or adult that cannot defend themselves.
