Today, major elevator still down. Small one in use.
Human Situation: 2 Black disabled tenants, both with limited mobility. Both were Black American tenants. Also waiting was Frances, white female tenant/employee with her dog. Elevator finally arrives. Frances and her dog got on the elevator to hold the open button for the 2 Black/Disabled tenants. Rushing from the laundry room, around the corner was a care taker with a bottle of clorox. She rushed right in front of the 2 black tenants without any requet nor apology. The Black woman tenant asked the white female care taker to get off untill the 2 black disabled tenants, at the elevator, prior to the white female caretake rushed into the elevator.
The white female caretaker, who rushed , disrespectfully, in front of the 2 black disabled tenants threw her head up as though the 2 black tenants were invisible, totally, ignored what the black disabled tenant requested. The employee/tenant(also white) said nothing to the intruder-disrespectful female. The 2 black disabled tenants squezzed into the elevator. The black woman said to the caretaker, in a firm, but calmly voice, "Please don't ever do that again. I will report you. ". The white female caretaker said nothing. Nor did the employee/tenant. The Black disabled tenant rode and got off at the first stop. While the black male disabled AMerican rode further with the 2 white females, he heard the employee say to the white female caretaker, "Are you shaking in your boots?" The 2 white females chuckled, aloud, without any humanity.
Friday, February 12, 2010.“5 Police Cars pulled up in the front. 5 Police Cars pulled up in the back. 2 EMT’s. 1 CRIME Unit Truck parked on the front end of Harrison Avenue in front of St. Andrews Towers. SAT is a 14 story elderly/disabled residential, living independently, in a HUD Subsidized Building, with 1 small elevator, working inappropriately, alone, for over 5 months.
Crime fighting policemen were carrying rifles, shotguns, pistols on their waist, their legs, running up and down the stairs just to find one very small-framed “blow-over” old man with a small registered gun in his apartment. No arrest was made. No lives were in danger. But, were tenants warned by SAT Management before and after?
No. No announcement on the PA system that broadcasts politicians and for-profit-businesses when they come to make a sale to us by exploitation.
The above was the scenario at the St. Andrews Towers Apartments, downtown Panama City, Florida, today, Friday, February 12, 2010.
February 10, 2010, Still no word, correspondence, no respectable meets with management of SAT to encourage tenants that SAT is doing the best they can to repair elevators....No Humanity...from management, nor owners of SAT.
Jan. 2010. Elevators not repaired (over 120 days).
Tenants meet 1/18/2010. No new beneficial developments ote than news media present (WMBB-TV 13). Thank you, Lache Hardy, Director.

1. Small elevator working is continually used for maintenance and other services of management as well as for the 216 elderly/disabled residents. I have an open contract with St. Andrews Towers as the first black/disabled woman as Computer Literacy Instructor/education director.
2. Private minimum donations are given by tenants to defray expenses for the computer literacy course of classes. November 14, 2009, we concluded our 1st series of classes (16 weeks).
3. About 30 continuing elderly/disabled students/tenants are forced to use the small inappropriate unsanitary elevator, continually, to the "Computer Lab" and returning to their apartments located in this 14 story building.
4. The major elevator has been out for over 3 months... Friday, day after Thanksgiving, 2009, students/tenants/family visitors were stuck down on the 1st floor of this 14 story building for over "6 hours" as told by an elderly computer Literacy student/tenant.
5. After making my initial complaint on November 30, 2009, OSHA referred me to a duty officer who called and gave me references to contact 2 other orgs that may be able to handle our situation and said that my complaint doesn't fall under OSHA laws/policy guidelines.
6. Per our telephone conversation, the specified duty officer said that he would send a letter clarify and establishing our phone contact communications. I did receive the letter from the Jacksonville office per phone communications after my complaint submission.
7. My amended complaint includes paragraph 3 of the 4 paragraph letter documenting my phone conversation with an OSHA duty officer.
8. Paragraph 3 reads:"After the discussion with my Duty Officer, you informed him that you wished to withdraw your complaint made with this office. We will honor your wishes, and close our complaint. We will take no further action regarding this matter unless we hear further from you."
9. Paragraph 4: "If you do not agree with my decision, or you wish to discuss this matter further, you may contact me at the address listed above. You also have the right to an informal review by the OSHA Regional Administrator, who may be contacted at the following location: (Atlanta, GA. 30303 address was listed with Cindy A. Coe, Regional Administrator.
10. I am requesting that a copy of this complaint amendment will also be submitted to Cindy a. Coe, Regional Administrator USDL-OSHA.
11. I am yet rebuilding computer systems given to us, for each elderly/disabled student graduate 2009. I, as well as other tenants/students/in-house CLC volunteer administrators and volunteer CLC student/tenant volunteers fear that we will get stuck, again, on the long needed repairs elevator.
12. After my complaint to OSHA and other state and federal resources, December 1, 2009, St. Andrews Towers, as copied on the document, sent out and posted a document "Notice to Residents-Elevator...The copied document, which I assume, was the same document that went out to all tenants/students in SAT Residential Building, didn't indicate any dates/times nor any signatures of any responsible administrators, staff, nor owners of the St. Andrews Towers building.
13. There was talk of a meeting with management from a New York Office for December 9, 2009, with tenants, etc. No meeting took place. No administrator has spoken to me, individually nor to any of my students/tenants as unofficially, informed.
14. I want to emphasize the fact: I did not make the statements as documented in paragraph 3 of the OSHA letter sent to me. Nor do I wish to withdraw any complaints about the hazardous elevator situation in the St. Andrews Towers Residential building in Panama City, Florida.
15. I wish to progress forward with my initial complaint with amendments to my initial complaint as indicated in this 2nd letter to OSHA. I will also follow through with the references given by the OSHA Duty Officer on November 30, 2009 phone conversation.

Governor, Mayor, Senators, H Representators, President, USA, other Federal/state Officials that I, other students/tenants hope to reach. We have submitted media attention in this matter. News Media came and were rejected by SAT Office administrators, Staff. The SAT staff further, denied the tenants their right to tell our story to news media and news media were told to not broadcast our requests to let others that may be able to help up overcome this hazardous situation with elevators in ST. Andrews Towers.

For over 3 months, the main elevator for transporting tenants to and from their apartments of a 14 Floor HUD Subsidized Building for seniors/disabled Americans. Yesterday, the 2nd elevator went out. Tenants were stuck downstairs for hours…Approximately 4-5 months have passed since any or very little housekeeping has been done within the major inside hallways leading to the tenants apartments.
Please Help St. Andrew Towers Tenants get HUD to Force St. Andrews Towers Panama City to bring Residential Building up to fair housing code. 2. Treat Adult Elderly/Disabled Tenants as the Intelligent, rational thinking, born Americans having more knowledge, wisdom, understanding to offer St. Andrews Towers Management pertinent input in resolving issues in our own living necessities.
