With over 1 million provisional and absentee ballots to go, Steve Cooley has a slight lead over Kamala Harris and Californians may not know who won the race for "top cop" of the state.
Cooley declared victory on the night of the elections only for Kamala Harris to take the lead away from him the morning after. Millions of dollars came in from big oil and tobacco companies to finance ads against reformist and rising star, Kamala Harris.
Clearly, the recount initiative needs special monitors and observers to make sure that every vote is counted.
