Since opening in January, 2011, the Mood Lounge at 1318 9th St., NW has had a severe and negative impact on the local community. The club has consistently and willfully violated the agreements that accompany its liquor license, and very likely numerous provisions of the DC Code. It has failed to remedy the situation despite numerous opportunities to do so. The overall effect of the extremely loud noise created by the club and the unacceptable behavior of its unruly patrons has been to force local residents out of the community and make peaceful living impossible for those who remain. Mood Lounge's continued presence in the neighborhood is driving down property values, deterring new businesses from taking root, and is fundamentally incompatible with the historic neighborhood in which it is located. Its liquor license must be revoked and it must be closed.
