Pet abusers are unknown to us otherwise. How can we be sure animal rescue centers are getting pets to good homes? Creating this registry will make it easier to stop repeat offenders, and ensure animals are going to good homes. Michigan would be the first state to enact such a measure. Time to tell our representatives that animals are important, too!
