The Issue
The non-partisan, yet flawed, 9⁄11 Commission clearly and unanimously recommended that a new national intelligence system needs a Privacy and Civil Liberties Oversight Board to protect our civil liberties. The Senate wisely accepted this view and provided for the Board. But, the House failed to provide for it. This is unacceptable. For more than two hundred years American democracy has been based on our civil liberties, and there has been widespread agreement that they must be zealously protected. I urge the Senate House negotiators to agree on establishing a Privacy and Civil Liberties Oversight Board whose first official act should be to do away with the Patriot Acts, I + II..
