Not only is water a right, but, clean water is a basic necessity, and yet the American Society of Civil Engineers has given our nation's water and wastewater infrastructure a D- grade, in the past. U.S. Environmental Protection Agency has estimated that 240,000 water mains break nationwide every year. The United States Geologic Survey has estimated that as much as 6 billion gallons of water per day is lost to leakage and other factors. H.R. 3202, the Water Protection Trust Fund and Reinvestment Act, with changes, would enable us to repair our infrastructure, insure safe drinking water, and stop the waste of billions of gallons a year. However, the bill must be strengthened to restrict eligibility for funding to publicly owned and operated utilities! Please support an amended H.R. 3202; including a no fracking provision, etc..
