

Grant a special use permit for a coffee shop in the CO2 building.
The Issue
The Dahlman neighborhood does not have anything like a coffee shop. A coffee shop would provide a gathering place, both for residents in the neighborhood and the students and faculty of Grace College. Allowing a coffee shop in the CO2 building would fulfill that need. It is located on 10th Street, a major artery through Dahlman, directly across from Grace College, at the intersection of 10th and Worthington. A coffee shop would also be an employment opportunity for students and local residents bent on becoming baristas. The city is blocking the use of the space as a coffee shop because they want the businesses on 10th St to be at the intersections. However, the CO2 building is at an intersection, albeit a T-intersection. Also, the bulding is primarily residential, with the coffee shop as the only commercial entity.
