The Issue
The City of Hobbs Animal Shelter, aka "Adoption Center", has a kill rate of over 72% of animals brought into the shelter. They are not pro-active and even make it difficult for rescues and other shelters to save animals from this high kill shelter. We want to require the city and the shelter to utilize legitimate rescues and no kill shelters who are willing to rescue animals instead of euthanizing them. We need support to make this happen! ORDINANCE NO. 1024
ALSO KNOWN AS
ANIMAL ORDINANCE
Proposal for an addition, or amendment, to this ordinance,
section 6.04.090, subtitled "Impounding Animals".
I would like to propose that the City Commission pass an
amendment, N., stating that the City Manager, Supervisor,
or Animal Protection Officer must refrain from euthanizing,
or humanely destroying, any animal which has a legal Refuge
group or Shelter willing to take that animal within a reasonable
timeframe. Definitions of a Refuge group or Shelter are contained
on page 4 of this ordinance under section 6.04.020, "Definitions".
A suggested reasonable timeframe for rescuing an animal should
be between 5-10 days, depending on distance from Hobbs.
