Cerrina Foster is a US Citizen born to TWO AMERICAN CITIZENS, and is denied recognition as a Citizen due to improper documentation because DNA Results are not enough to adaquately prove her Citizenship. Cerrina falls in a government loophole called "Statelessness" which effects approximately 2% of people world wide. Statelessness happens when a person cannot properly show approved government documentation of nationality and so is considered to have none at all. Statelessness effects medical insurance coverage, education, benefits which are granted to US CITIZENS including the right to travel, obtain a Passport, a name and even an age.
