Reducing dependent coverage will harm the most vulnerable members of the plan. It will create further imbalances in compensation and in the ability of small churches to recruit and retain trained pastoral leadership. It is another discouragement for young clergy to enter or remain in pastoral positions. This abandons the community foundations of the plan itself.
