Animal Control in NYC picks up a "stray" (could be an owned dog thats lost) and brings to the Animal Control Center.  The clock starts ticking. THREE DAY HOLD and they are KILLED or adopted....But mainly killed.  The hold needs to be increased to TEN days to allow owners to possibly find their beloved pet or if it is truly a "stray" for rescue groups to find a forever home.
