The USDA has the authority to revoke an exhibitor's license if he or she is not in compliance with the federal Animal Welfare Act (AWA) or has made false or fraudulent statements to the agency. Testimony​, photos, and video evidence show that for years, Ringling Bros. Circus has engaged in and continues to engage in a consistent and well-documented pattern of making false statements to the agency and abusing animals in violation of the AWA.
