I propose a three year amnesty program similar the Republican President Ronald Reagan's plan. This would give those estimated 12 million illegals currently in the country an opportunity to get their citizens. Our country's farmers and business rely on this labor pool. Allow those who are contributing to our country's economy the honor of American Citizenship. After the 3 year amnesty period add a fine in addition to the citizenship fee.

Pros~Cut down on the business of smuggling people into our country. Legalization will allow people to work legally and businesses to hire legally the workers that are needed. In the process of legalization, Homeland Security will have more accurate knowlegde of the people in the country and who is or is not a threat. The application fee will cover most if not all the costs of implement program. This fee could be added to applicants taxes. This application could be submitted along with IRS tax forms. The fee would be deduction from return at that time. A repayment program would be over seen by IRS. The application would then be forwarded along with copy of return and identification to the amnesty program and the process would then begin. This will create or retain more jobs in the processing alone as well as guarantee enough workers for business.

Cons~Cost of implementing program, which could be offset by a standard application fee which would cover the costs of the program as well as background checks and document verification process. Those I have spoken to said that one thousand dollars would not be too much to charge. Families that are already struggling especially during this recession may find this difficult. There will be an option to have this fee added to your taxes. This would offset the cost, the standard child deduction is already one thousand dollars. Social Security will no longer have so many 'unknown' deposit due to illegal workers using social security numbers that don't belong to them.
