Planning permission has recently been sought to demolish a large area of historical buildings within the Cultural Industries Quarter of Sheffield; a conservation area currently used by a number of small businesses, artists, and musicians, providing space that is important for the continued cultural development of the city.

A number of currently occupied buildings in Sidney Street, Matilda Street, Arundel Street and Sylvester Street are set to be demolished, resulting in the destruction of a culturally significant area of the city.

It would be a shame to lose yet another part of Sheffield's history rather than developing the culture of the city.

Thanks to everyone who has signed this petition in response to a planning application to demolish buildings in the Cultural Quarter in Sheffield. Briefly, planning permission to redevelop this site was given in 2011 - the current application is a technical process to keep the application "live". The developer is unlikely to start substantive work for a couple of years. The following is a more detailed explanation for those who are interested in taking things further, for instance talking to the existing tenants or developer. Planning permission was granted for a mixed use development on these sites in 2011 (ref 11/02386/FUL). This permission is about to expire, being 3 years old, and the current application (14/02923/FUL) is a “holding operation” by the developer, Elmsdale Estates Ltd to keep the permission “live”. It is a section 73 application to vary planning conditions imposed on the original planning approval to enable a start to be made on site. This can mean simply digging some trenches, photographing them and then backfilling until the full demolition and building begins. Any new planning consent would include a condition requiring the developer to produce a contract of works for redevelopment before he actually demolishes, in order to avoid a long period of time with an empty site. In fact, Elmsdale Estates Ltd also own the adjacent Gatecrasher site and are going to develop that first (likely to be a two year programme) before potentially moving onto the Sylvester St site. So the businesses on the site are not at immediate risk of demolition. In terms of what is planned, a useful document is the Design and Access Statement part 1 which can be found in the list of documents in the 2011 application. http://publicaccess.sheffield.gov.uk/online-applications/applicationDetails.do?activeTab=documents&keyVal=LP3BXUNY0IS00 Page 11 gives a plan of the site, which shows which buildings will be retained. The whole development is to include residential (town houses), student accommodation, offices, flexible work space, retail units and a bar. So there would still be space for some of the existing uses – though the units would doubtless be more expensive to rent than the current workshops. The 2011 application also included a separate conservation area consent (CAC) application for demolition of the buildings associated with the redevelopment of the site but the need for conservation area consent for this type of development has now been abolished by the government and replaced by the requirement to submit a planning application (14/02921/FUL) to demolish the buildings in parallel to the section 73 application highlighted above which deals with the redevelopment. The 2011 applications have already been considered in full and taken to a planning committee so these new applications are simply variations of the original approvals and as such regarded as technical applications and being dealt with as a delegated decision. It is therefore unlikely to go to committee, despite the public interest. The other way forward is for the current tenants to talk to the developer about what he proposes and how they could fit into that. Given that substantial work is unlikely to happen for a couple of years, there is time for negotiation. As a local councillor with an interest in the health of small businesses in the city, especially the city centre, I would be very happy to be involved in that process. Thanks again for your interest.
