Revise MOM-12: Maryland Nutritional Standards for All Foods Sold in Schools, to revise the state policy limiting "caffeinated beverages" to high school students.

The Issue

To prevent the impending closure of the "Patriot Java Stop".  The Java Stop is a student run in school coffee shop that was created by the teachers of the FALS special education program to not only help teach the students marketable job skills that they may use after graduation, but to build confidence and create opportunities for socialization.  The Java Stop began in December of 2013 and has been a welcomed addition to Patapsco High School and has had a huge impact on the integration between the FALS students and the general population.  It has also helped to teach the students in the general population character traits such as empathy and compassion and has given them the opportunity to discover that they have more "similarities" than "differences".
