 On September 9, 2014 the municipality of Siauliai on behalf of the acting mayor Algimantas Beinoravichus  and the general designer of the second to none in the world string rail transport system  SkyWay, Anatoly Yunitsky, signed the agreement for land assignment in area of 30Ha for the construction of testing facilities. Within the scope of signed agreement, the land site is leased out for 99 years, after the signing of agreement the company is land tax exempted for ten years. Before 2017 the company is to create 50 new jobs at least and invest not less than 20 millions litas. Before 2019 the company is to create 500 jobs and is planning to invest 260 millions euro in Lithuania during the period of company development.

 

“ The idea of string rail transport has been developed for 37 years, but because of the strong resistance of competitors and corruption it hasn’t been approved in other countries”, A. Yunitsky explained.

 

The benefits for the country from the cooperation with the company Rail Skyway Systems are significant: 500 jobs and more for the representatives of different professions will be created in the city, namely: engineers, architectures, constructors, designers. The country will get the benefits for construction of effective tracks as well as the possibility to increase the volume of financial turnover that will have a positive effect on the economy of Lithuania, for sure, and the core company of Siauliai will bring the city to the level of Silicon Valley or Detroit. Before to sign the leasing agreement the company has transferred the deposit in size of 1 000 000 litas to the account of city municipality (290 000 euro). If the company doesn’t fulfill the obligation under the agreement, the deposit will stay in Siauliai.

 

But, despite the fact that:

 

- both sides get essential advantages within the scope of agreement and the agreement itself don’t violate any law;

- the draft decision has been supported by 18 members of the Siauliai city council;

- the agreement between the Mayor’s office of Siauliai and the company Rail Skyway Systems has an obvious constructive character, directed to the realization of innovative technologies, second to none in the world, as well as to the region development, attraction of new big investors, and as a result, the increase of the Lithuanian economy;

- the company Rail Skyway Systems has transferred the deposit in size of 1 000 000 litas (290 000 euro) to the account of the city municipality -

 

the prime minister of Lithuania Algidras Butkyavichus is going to appeal to the Siauliai city council with the recommendation to dissolve the agreement with the company Rail Skyway Systems. Ha explained his intention by the fact that the testing facilities would be constructed in close proximity to the aviation base of the NATO, and, according to the prime minister, this would be a threat to the security of Lithuania. Besides, Mr. Butkyavichus, for no good reason, called the head of the company, the Russian scientist Anatoly Yunitsky a Russian spy. That’s clear, that this explanation is false and has no respect to the reality.

 

 

"We have talked to the prime minister, and he recommends to the self-administration to cancel the accepted decision. Now I (…) will give a command to draft the decision”, - BNS mayor said.   

 

The agreement termination must be approved by the city council, the nearest meeting of which will take place on 25.09.2014.

 

We consider that it is inappropriate to dissolve the agreement, which offers exciting possibilities for Siauliai as well as for Lithuania altogether. Nowadays, the economy of Lithuania is subsidized, every year the European Union appropriates 3 milliards dollars for its support. Joint work of the Siauliai city council and the company Rail Skyway Systems considering the project realization of the Sky Way string rail transport is a unique chance to improve the economy of the country and the wellbeing of its population, provide them with the large quantity of jobs. The company came to Lithuania to realize this chance, all its activity is utterly overground and transparent.  For this we consider the claims of the prime minister to dissolve the agreement inappropriate and destructive.

 

We ask the Siauliai city council to maintain the agreement with the company Rail Skyway Systems, despite the claim of the Lithuanian premier Algidras Butkyavichus.
