Requiring youth to alter their natural physical appearance to be in accordance with a school's dress code is unethical. As "long" hair poses no harmful effect to the well-being of the student to which it belongs or that student's peers, there is no reason to disallow the wearing of it other than for the purpose of unnecessary uniformity.
