Resolve the technical issues in MCA portal
The Issue
Respected Sir,
In 2006 the Ministry of Corporate Affairs launched its ambitious MCA21 portal (www.mca.gov.in), a flagship e-governance initiative from Government of India and implemented by Tata Consultancy Services Limited (TCS). For about 6 years Professionals and Corporates around the country enjoyed the benefits of best in class information technology solution which facilitated the online filing of various documents for the compliance of the Companies Act, 1956. However, when the vendor contract for MCA portal implementation switched hands from TCS to Infosys w.e.f. 17th January 2013 things started heading south and it is giving sleepless nights to the professionals and corporates who access the portal to file electronically various financial and non-financial details for the benefit of various stakeholders.
Realizing that the problem is serious, MCA Secretary Shri Naved Masood told media on 30th January 2013 that he expects to tide over the problem within a week's time. We are in the month of April now and the answer from the Ministry and Infosys is still the same - "We are working on it". While the front office functionality is gradually turning the corner, the back office operations at the RoCs and RDs are yet to shift upward gears. Strangely, in the recent times, neither is there any remorse expressed by Infosys, which had made a mockery of an exceptional MCA21, nor any official statement from Ministry on its efforts to reinstate the e-governance platform.
Sir, dysfunctional MCA portal has already caused irreparable damage and it is high time it runs seamlessly to salvage reputation of Corporates, Professionals and its own. I request you to intervene as soon as possible, take a stock of the situation and ensure that the technical glitches in the MCA21 system are removed soon to render smooth and timely filing of Corporate information.
There is a saying "All good things come to an end" but i am sure an assertive approach to this issue by your team would help us to prove this wrong and in continuing the good system that transformed enforcement and compliance with legal requirements under the Companies Act, 1956.
