Respected Sir,
As a common man and citizen of India suffered with rising prices at rocket speed for daily necessities like pulses, food grains, milk etc… I am very much concern to present condition of Nation and more concern looking at future of this country and in turn for common men. I therefore humbly request you to look at the burning issues elaborated hereunder and visit the root cause. I also appeal you to learn problem discussed in this earnest appeal and address the root cause of problems discussed herein in the interest of our great state and the Nation.
Due to extreme scarcity of food grains, milk, nutrition’s etc. prices of these commodities are skyrocketing and are running out of common men’s reach. According to a report published by Indian council for Agri. Research (ICAR) by year 2020 rice yield in India will fall upto 42%, wheat by 34% etc… reports from UNICEF says 50% of child death in India is attributed to malnutrition! Tendulkar committee report accepted by planning commission says 37% (or 400 million) peoples living in India are BPL. During year 2011 alone 14027 farmers committed suicide and Maharashtra having dubious share of 3337 farmers (ranking 1st in India in Farm suicides). Respected sir, not present scenario is grim and worrisome? Now please think of year 2020 looking at ICAR’s report. The present situation you will feel as a tip of Iceberg.
As per the think tank in our society and experts, the root cause and major contributor for creating such a worrisome situation is laying in Meat Export Policy formed by Govt. & policy makers. Unthoughtful and indiscriminatory slaughtering of animals have created absolutely unbalanced situation.
Hon’ble CM, I am sure these statistics will open your eyes to the issue I am referring to and carving for your indulgence.
India is likely to achieve rank of No.1in the world as an exporter of meat in a year 2013. Meat export figure have raised by 25% in year 2012 as compared to year 2011 (1.52 million tonnes from 1.22 million tonnes) against this growth of in food grain production have grown merely at 6%! (Remember with this growth rate, 400million peoples are living BPL, living aside growth in population). To produce 1kg meat 16kg food grain is required to feed to an animal. 14000Ltrs. Of water is required to produce 1kg meat (1300 liters of water require to produce 1kg Wheat). 62KWH energy (power) is required for producing 1kg meat (73 times more as compare to production of 1kg wheat). From environmental point of view also, this activity creats dire impact. In terms of GHG emissions the consumption of 1 kg domestic meat in a household represents automobile use of a distance of ~160 km. Now, is No.1 rank as a meat exporter is sensible? Is not a cruel joke or insulting position of nation? And perhaps, that’s why no other country is keen to take up this rank! We need to revisit this policy and need to scrap it without slightest delay. And of course sir, we have many, many more valid reasons to convince that meat export policy adopted by relevant ministry is absolutely against the interest of our beloved state and great nation.
We also demand complete ban on slaughtering of “Gauvansh”. This bill is already passed by State Govt. in 1995 as (Gauvansh Vadh Pratibandh bill) in both(Nagpur & Mumbai) houses, but could not be converted in act for the want of President’s assent. The one obstructive judgment in converting this bill in to act was judgment of Mohammed Quersi in which 5 judge bench of apex court had affirmed slaughter of bull and bullocks after age of 16. However, this too was reversed by supreme court’s 7 judge constitutional bench who examined the legality of the Gujarat Law on 26.10.2005.
We therefore, earnestly request you to pursue with relevant authorities to clear the bill so that it can be converted in to the act. You are well aware other many states have already successfully implemented this act after the reversal by bench of 7 judge in supreme court.
We also request you to look into the service offering by Deonar Slaughter House to meat exporters. Here too is gross violation of market rules (see Clause No.1 of Chapter 4) which clearly states that Deonar based slaughter house was developed for providing hygienic meat to non-veg. community residing within local limit of B.M.C. (i.e. from Dahisar to Mulund). Now on what bases & with what interest Deonar slaughter house is extending services of slaughtering cattle for export? Before slaughtering one animal how many laws and acts are killed by this slaughter houses? I have been told 16 laws are require to kill before slaughtering 1 animal. (e.g. Deonar Abattoir has 15 to 22 veterinary doctors, one doctor can check and certify maximum 96 animals a day. Thus only 2100 animals should be slaughtered a day. Sir, you will surprise, they are slaughtering 5000 to 7000 animals a day! This was confirmed by B.M.C. advocate in the Mumbai High Court recently). And still this Abattoir in making a loss of Rs. 80 to 100 millions a year! This is hard case loss besides the loss of precious livehood of millions agriculture in unaccountable. How come service unit make loss? They need to load the cost on client. And why a citizen like us should contribute to cover-up their loss by way of various taxes?
We have many more issues to elaborate related to this but are do not wish to overburden you and take your valuable time with long appeal. This is not my individual demand but lakhs of citizens & in the interest of great state and nation we are demanding your valued and timely intervention with top priority.
