The Issue
The Nagar Raj Bill proposes
To create empowered local self government platforms of Area Sabha and Ward Committee for citizen's participation in local government.
To decentralize the city administration, to empower citizens to participate/ have a say in the governance process to resolve civic issues at the local level.
It is mandatory for all states to implement the Nagar Raj Bill. On implementation of the bill, funds for local infrastructure development will be accessible from JNNURM (Jawaharlal Nehru National Urban Renewal Mission) for the city.
Maharashtra State is in the process of passing the Bill with amendments which will reduce its effectiveness to a great extent.
