Urbana is proposing a panhandling ordinance, citing “aggressive panhandling” in southeast Urbana. The ordinance would ban panhandling from many areas of the City and carries a $50-165 fine. The problem is not people asking for help, but aggressive behavior. There are existing city and state laws protecting citizens from aggressive behavior. This proposal is discriminatory toward the poor and is also unnecessary.
