Abolish the proposed Part-night Lighting scheme from 2nd Jan 2014 in Epping Forest
The Issue
From 2nd January 2014 our Council is proposing to turn out STREETLIGHTS between 00.00 and 05.00 this is ONE HOUR AND FIFTEEN MINUTES BEFORE LAST TRAIN ARRIVES AT EPPING. If you are a user of the Central line after the hours of 11pm please sign this petition. Late night commuters and revellers alike, we all want to continue our onward journey safely and know that our council is doing everything it can to provide us safe passage on the streets of Epping Forest. At the very least a twenty minute window AFTER the last train has arrived and the station has closed to allow pedestrians to get home safely under the nessessary street lighting. I have written to the council outlining the following issues for consideration in this matter: Hazards: The pavements of Epping Forest are in shocking condition. They are cracked, holey and steep with many raised drain covers and other obstacles. Pedestrians struggle to navigate these obstacles in broad daylight and I would like to know what is to be done about them if the street lights are to go out to minimise the risk of injury. For example, Will the money that is saved by turning off the lights across our district be used to repair the pavements? Roads: I regularly witness speeding cars on Palmerston Road and High Road after 11pm. Turn out the lights and I guarantee this problem will become worse. Not to mention cars whose motorists have forgotten to turn headlights on. Weather: We have recently experienced extremely thick fog, rainstorms which have landed obstructions in road and pavements, not to mention the increasingly frequent snow storms at this time of year. The essential orange street bulbs cut through fog and provide visibility for pedestrians and motorists. If the lights go out the risk of walking safely will be non existent and motorists will struggle to see the road let alone the wayward pedestrian. Personal safety of pedestrians: Whilst Epping Forest may not be in the same crime rate chart as other areas of the country the risk to pedestrians will increase if the street lights go out. We are on the edge of a forest, and the assessment of the lights going out effect as a deterrent to leave the house is utterly laughable. Muggers and rapists aren't usually afraid of the dark.
