ร่วมกันลงนามถึงนายกรัฐมนตรีไทย เพื่อหยุดเขื่อนไซยะบุรี ปกป้องวิถีแม่น้ำโขง! **

ขณะนี้รัฐบาลลาว กำลังผลักดันการสร้าง “เขื่อนไซยะบุรี”1,285 เมกะวัตต์ซึ่งจะปิดกั้นแม่น้ำโขงสายหลัก ในแขวงไซยะบุรี ประเทศลาว (ตรงข้ามกับจังหวัดน่านของไทย)และจะเป็นเขื่อนแรกที่ถูกสร้างบนแม่น้ำโขงสายหลักตอนล่างตัวเขื่อนไซยะบุรีจะอยู่เหนือจาก อ.เชียงคาน จ.เลยภาคตะวันออกเฉียงเหนือของไทยขึ้นไปตามลำน้ำโขงประมาณ 200 กิโลเมตรอันเป็นระยะทางที่นับว่าใกล้มากในแง่ผลกระทบด้านสิ่งแวดล้อม  โดยเฉพาะผลกระทบข้ามพรมแดนต่อการดำรงชีวิตและการประกอบอาชีพของชุมชนริมน้ำโขงตลอดพรมแดนไทย-ลาว ทั้งในเขต จ.เชียงราย ทางภาคเหนือ และในเขต 7 จังหวัดของภาคอีสาน อันได้แก่ จ.เลย หนองคาย บึงกาฬ นครพนม มุกดาหารอำนาจเจริญ และอุบลราชธานี ซึ่งอาศัยแม่น้ำโขงหาเลี้ยงชีพทั้งการทำเกษตรริมโขง และประมง ฯลฯการทำมาหาเลี้ยงชีพเหล่านี้จะได้รับผลกระทบรุนแรงจากการเก็บกักน้ำและปล่อยน้ำจากเขื่อนไซยะบุรี

แม้เขื่อนไซยะบุรีจะสร้างอยู่ในลาวแต่ไฟฟ้าที่ผลิตได้ถึงร้อยละ 95 จะส่งมาขายยังประเทศไทย ซึ่งในเดือนตุลาคม 2554 รัฐบาลไทยโดย การไฟฟ้าฝ่ายผลิตแห่งประเทศไทย (กฟผ.)ได้ลงนามในสัญญาซื้อขายไฟฟ้ากับ บริษัท ไซยะบุรี พาวเวอร์ จำกัด [ซึ่งผู้ถือหุ้นทั้งหมดคือ บริษัทไทย อันประกอบด้วย บริษัท ช.การช่าง จำกัด (มหาชน), บริษัท นที ชินเนอร์ยี่ จำกัด (บริษัทลูกของปตท.), บริษัทผลิตไฟฟ้า จำกัด (มหาชน) (บริษัทลูกของกฟผ.) และบริษัท พี.ที.คอนสตรัคชั่นแอนด์อิริเกชั่น จำกัด] และแหล่งเงินกู้ของโครงการมูลค่า 115,000 ล้านบาทจะมาจากธนาคารสัญชาติไทย คือ ธนาคารกรุงไทย ธนาคารกรุงเทพ ธนาคารกสิกรไทยและธนาคารไทยพาณิชย์ 

ฉะนั้นประเทศไทยจึงมีความรับผิดชอบโดยตรงต่อการเดินหน้าของโครงการเขื่อนไซยะบุรีแทนที่ประเทศไทยจะสนับสนุนโครงการสร้างเขื่อนขนาดใหญ่มูลค่านับแสนล้านบาทซึ่งจะสร้างผลกระทบมหาศาล และทำลายหลายล้านชีวิตในลุ่มแม่น้ำโขงเพียงเพื่อรับซื้อไฟฟ้าจากประเทศเพื่อนบ้านมาตอบสนองความต้องการไฟฟ้าที่ไม่สิ้นสุด ประเทศไทยควรต้องมุ่งเน้นพัฒนา ‘พลังงานทางเลือก’ ที่มีประสิทธิภาพยั่งยืน และเป็นธรรม

** จนถึงขณะนี้มีผู้ร่วมลงนามถึงนายกรัฐมนตรีในโปสการ์ดปลาบึกเพื่อหยุดเขื่อนไซยะบุรีแล้ว 7,400 รายชื่อ ซึ่งตัวแทนชาวบ้านจากลุ่มน้ำโขงและภาคประชาสังคมในประเทศไทยจะรวบรวมรายชื่อทั้งจากโปสการ์ดและจากสื่อออนไลน์นี้ เพื่อส่งมอบให้กับนายกรัฐมนตรี กลางเดือนกันยายนนี้

Joining sign-on to Prime Minister of Thailand to “Stop Xayaburi Dam and Protect the People’s Lifeline” **

Currently the government of Laos is already going ahead with the construction of the 1,285-megawatt Xayaburi dam that will soon block the Mekong mainstream in Xayaburi province in northern Laos near Nan province of Thailand. This dam will be the first one built on the mainstream of the lower Mekong River. The dam is sited 200 km. upstream from Chiang Khan district of Loei province, which is in close proximity in regard to potential environmental impacts. More broadly, Xayaburi dam will affect livelihoods and lifeways of the Thai people who live along the Mekong River in northern province of Chiang Rai and 7 northeastern provinces of Loei, Nong Khai, Bueng Kan, Nakorn Phanom, Mukdahan, Amnat Charoen and Ubon Ratchatani. These people depend on the Mekong River for various production activities including in particular fisheries and river bank cultivation. The dam operation will cause change to the river flow that usually varies seasonally but will, once dam is in place, then be controlled by the dam that will collect and release water on a daily basis.

Though Xayaburi dam is built in Lao territory and considered a Lao project, 95 % of its electricity output will be sold to Thailand. In October 2011, Electricity Generating Authority of Thailand (EGAT) signed the power purchase agreement (PPA) with the Xayaburi Power Company whose shares are owned by Thai entities. Ch. Karnchang PCL holds half of the shares, while other share holders include PTT subsidiary Nathee Synergy Co. EGAT subsidiary EGCO and PT Construction and Irrigation Co. Besides, four Thai commercial banks i.e. Krung Thai Bank, Bangkok Bank, Kasikorn Bank and Siam Commercial Bank collaborate to finance the project.

Thus, Thailand has direct responsibility for the progress of the project development. Instead of lending support to such large dam as Xayaburi worth billions of dollars that will cause massive impacts to lives of millions of people in the Mekong River basin in exchange of electricity generated in neighboring country to meet its endless thirst for energy, Thailand should focus more on energy alternatives that are efficient and sustainable and take into account the justice and respect for the community rights.

**To date, 7,400 people have signed on the giant catfish postcard. Still, more signatures are needed to add meaning and weight to our campaign. We, the Thai civil society network, will pull together the names/signatures from both the postcards and the online petition and submit them to the Prime Minister of Thailand in mid-September 2012.
