Implement a permit system for all exotic and potentially dangerous animals.

Implement a permit system for all exotic and potentially dangerous animals.
The Issue
A complete ban against the privilege to own exotic animals provincially and federally in Canada will force exotic animal owners underground. A permit system enforcing safety standards to maintain potentially dangerous exotic species that will satisfy the government will create a safer environment for the general public and animal owners including the humane and ethical treatment of exotic animals.
A recent string of confiscations has led to the euthanization of many exotic animals, some even completely harmless to humans. An exotic animal community exists.
As seen, the species which have been confiscated so far have not necessarily been dangerous. Ball pythons (Python regius) and Corn snakes (Patherophis gutatta) have been taken from homes as well.
A permit system will create a model and minimum standard of care for those who wish to remain private keepers of exotic animals. This must be designed by zoological professionals, private hobbyists with insight from the federal and provincial government and the SPCA. The goal being to design a non biased permit system which regulates potentially dangerous exotic animals, and identify and exclude those that are deemed harmless.
