The issue

Rigorous assessment of the effects of the proposed East West Link on the Melbourne Zoo has not been carried out (as part of the project's Comprehensive Impact Statement). 

Studies of noise, vibrations, light spill, visual, air emissions, transport access and visitor number impacts on the Zoo must be undertaken before a decision is made on whether to approve the project.

As a minimum, Linking Melbourne Authority should conduct and make public an acoustical report on the effects of noise, vibration and lighting prior to the signing of a contract to build.
