The Issue

Friends:

Below is an e-mail trail between myself and the Florida Attorney General's Office of Medicaid Fraud in Pensacola, who fail to not only take action against these corporate Medicaid Fraud perpetrators, but are doing everything they can to avoid communicating with me in writing via e-mail. As well, Florida Attorney General Bill McCollum, Republican Governor-wannabe, runs all over Florida bragging about his "good works," about how much he does to prevent Medicaid & Medicare fraud, but we patients, "down here in the trenches," know better. It's all baloney, it's all politics, and apparently it's too difficult a challenge for McCollum to figure out how to prosecute these particular healthcare providers who have thus far gotten away with these crimes via "legal loophole." Just check out McCollum's campaign contributions (and Democratic Governor-wannabe Alex Sink's, as well), and you'll see for yourselves just how many in the healthcare "industry" contribute to their campaigns.

I have a civil lawsuit pending in Escambia County against these perpetrators in which I represent myself Pro Se, so it will be interesting to see if justice is served to an indigent patient in poor health such as myself who was deliberately lied to and used by greedy corporate healthcare providers in a "legal loophole" Medicaid Fraud scheme.

First of all, I find it "interesting" to say the very least that AttorneyGeneral McCollum does not see fit for you all to respond to me until I threaten to sue him.
 
Secondly, if you are "truly committed to making sure the Medicaid Program is
protected," then the Attorney General would have already taken action against these healthcare corporate marauders.

Thirdly, if you scroll down and read my e-mail of June 11th, 2009 (and I suggest you familiarize or re-familiarize yourself with the rest of the e-mail trail, as well), you will see my "most recent concerns," which are not, in actuality, "recent;" they are only "recent" to YOU. As well, in accordance with Florida Sunshine Laws and my legal right to request, please communicate with me IN WRITING via e-mail. I am NOT visiting your office, and you are NOT invited to my home.

Fourthly, why have so many different AG employees sent me e-mails about this, William Wells, Rick Stonebreaker, and now you. How many AG employees
does it TAKE already? Apparently it takes at least three to give a citizen such as myself the runaround.
 
There are different types of Medicaid Fraud, Mr. Morris, and I have NOT seen
Bill McCollum or anyone else, certainly NOT Don Gaetz with his healthcare
provider background, addressing the issue, as I was promised in 2008. According to public records, it seems McCollum accepts quite a lot of campaign contributions from corporate healthcare providers, such as WellCare, Aetna, etc. The American people are sick and tired of pre-packaged, "bought and sold" politicians, and we will NOT support candidates who accept such bribes, and yes, these are nothing short of bribes, from profit-motivated healthcare providers who think nothing of robbing the public of their health and welfare.

I have a civil lawsuit pending in Escambia County against all the guilty parties I informed you attempted to use me to commit Medicaid fraud, which I repeatedly refused. Again, I suggest you familiarize yourself with the facts of this matter, and then respond appropriately and timely via e-mail. There is absolutely no excuse whatsoever for the Attorney General's failure to hold these perpetrators accountable, and rest assured, if these arrogant healthcare providers are not prosecuted, then I will be as good as my word and take legal action against the AG and US Dept. of Justice, who are so fond of deleting my e-mails without responding.

I am forwarding to you this Deleted Without Being Read E-Mail from Florida Attorney General Bill McCollum, current Republican candidate for Governor. I am also sending this e-mail, as well, to the Senate Committee on Health, Education, Welfare, and Pensions. In light of the current healthcare crisis and pending legislation, it is imperative that issues such as this involving healthcare corporations committing Medicaid Fraud via "legal loophole," and the politicians who accept campaign contributions from such entities, be immediately addressed and the perpetrators brought to justice. (Be advised, as well that my local Republican Senator, Don Gaetz, who has a background in corporate healthcare, also refuses to respond.)

I have a lawsuit filed, in which I represent myself Pro Se, as I have been  forced to do since I cannot afford an attorney, against Sacred Heart Hospital (Ascension Health Corporation), Sacred Heart Medical Group, Cardiology Associates, and Pensacola Sleep Disorders. I'd been approved for Scary Heart's Uncompensated Care Program, but when it came time to renew, though I still qualified, they hemmed & hawed and jerked me around, refusing to renew it. They'd learned I was soon to be approved for Social Security Disability, which would then qualify me for Medicaid. They began scheduling me for diagnostic tests, promising me that I wouldn't be billed for those tests, as those services were covered under the Uncompensated Care Program for which I'd already been approved. They knew I would NOT have the tests if I would be billed, so they deliberately lied to me, billed me afterwards, and then lied about having told me I wouldn't be billed. I learned that once balances are written off to charity, they can't go back and bill Medicaid later, and Medicaid can be billed back one year from date of service, so in order to bill Medicaid, they had to run balances for me, which they knew I wouldn't agree to, so they deliberately lied to me about it. So much for "Catholic" healthcare.

I reported this to the local Medicaid Fraud office, who did ABSOLUTELY NOTHING, claiming it's a "legal loophole!" Bill McCollum, Florida's Attorney General and Rethuglican candidate for Governor, refuses to respond to my e-mails about this, and apparently ordered the local Medicaid Fraud office to stop communicating with me in writing, as well.

Florida corruption knows no bounds. I now have to file a lawsuit against McCollum and the Medicaid Fraud office to hold him accountable, while in the
meantime, he's running all over Florida bragging about how much he's doing to prevent Medicare and Medicaid Fraud. That's the phony facade he's
spinning, anyway.

I encourage citizens who have been victimized by the corrupt corporate
healthcare system in this country to file lawsuits to hold these turkeys
accountable without hiring an attorney, which most Americans can't afford
anyway, as Legal Aid Societies only handle certain types of cases.

I am writing a book entitled, Pro Se Can You Plea, which tells of my experiences with the executive, legislative, and judicial branches of government, especially the judiciary and Clerks of Courts abuses I encounter.

When elected officials refuse to respond (and even the US Dept. of Justice
deletes citizens' e-mails without reading them, which will be published in the book), I encourage citizens to spend some time studying the Statutes and
Procedures, and inundate the Courts with lawsuits, because in spite of the fact that Clerks of Courts are required by law to provide procedural and ministerial assistance to ALL litigants, not just licensed attorneys, they are often discourteous and unprofessional to Pro Se litigants. That's the only recourse left when Executive and Legislative branches of government ignore us.

I am in ill health and daily pain, Mr. President, and one of the millions of
Americans forced to wait two years and five months after being approved for
Social Security Disability to be covered under Medicare, but that is not the
point. WE NEED SINGLE PAYER HEALTHCARE IN THIS COUNTRY--NOW--but it will NOT work properly if healthcare corporations are NOT prosecuted for fraud.

During my "last visit," I was informed that Sacred Heart's fraudulent actions last year are a "legal loophole," a "legislative matter," yet Don Gaetz, our local Senator, has responded to this matter by deleting my e-mails without reading them; apparently he thinks this is a big joke, and I suggest you investigate, which is supposed to be a matter of public record anyway, exactly how much Sacred Heart contributes to Sen. Gaetz, which is most certainly within your power to do.

As a law enforcement agency responsible for investigating Medicaid fraud, it is your responsibility to this State and to citizens such as myself, to not sweep such "legal loopholes" under the rug. Such "legal loopholes" are still fraudulent and cost this State and its citizens millions of dollars. As well, when corporations get away with such "legal loopholes" unchecked, you've basically given them the "go-ahead" to continue, and you can rest assured, they're "laughing all the way to the bank." Therefore, it was my understanding, as well, that "the information I provided during my last visit" was NOT investigated, but simply "left at that."

No action was taken either to obtain my medical records from Pensacola Sleep
Disorders, who have been holding my medical records hostage since last year.

The most recent information I have for you is this:

Since Sacred Heart's inappropriate and fraudulent actions last year, I have
switched my healthcare to Baptist, where I am also on their Patient Financial Assistance Program. I was unaware that Baptist contracts with Cardiology Consultants, as well, and only discovered this upon receiving a statement from Cardiology Consultants that indicates Medicaid suddenly paid the old Sacred Heart generated charge, but NOT the Baptist charge. I never gave Cardiology Consultants my Medicaid number, and I distinctly recall telling Medicaid to NOT pay any bills that appear from Sacred Heart, Cardiology Consultants, or Pensacola Sleep Disorders. It appears that due to the services performed at Baptist, Cardiology Consultants obtained my Medicaid number and filed with Medicaid. Apparently the benefit was maxed through payment of the 2008 Sacred Heart-generated Cardiology Consultants charge, so the Baptist balance remains unpaid. Medicaid should NOT have paid the 2008 charge, as it was OVER A YEAR OLD, and providers are only allowed a year to file. In addition, Cardiology Consultants throughout this year have harassed me with robo-collection calls to my cell phone, which didn't stop even after I filed an online complaint. They not only committed Medicaid fraud, but they have added insult to injury by reporting the fraudulent balance to the credit bureaus, thereby damaging my credit reports.

Bill McCollum is running all over the State trying to convince citizens to vote for him because of his supposed actions to prevent Medicaid fraud, but such Medicaid fraud that was perpetrated upon me last year by Sacred Heart is just as costly, and like Gaetz, the citizens of this State would really like to know how much Sacred Heart/Ascension Health contributes to McCollum, as well.

May I remind you, Lieutenant Stonebreaker, that I am in poor health and in pain on many days, and my only income is a meager Social Security Disability/FRS income of $1054.22 monthly. The condo in which I'm living is in foreclosure, and it is only due to the kindness of my landlord that I am allowed to continue living here, as I am not only in any physical or financial shape to move again, but due to the nature of my medical conditions, I cannot afford another similar dwelling, which meets my medical, safety, and environmental needs. The last thing I need is the additional stress of corrupt politicians, greedy healthcare providers, and ineffective, noncommittal law enforcement agencies.

If you are really committed to putting a stop to Medicaid fraud, then you cannot refuse to investigate just because the crime falls into the category of a "legal loophole." One would hope that the Office of Attorney General has more backbone than that!

When I met with you last year, nothing was done, and frankly, I found your

Other than the fact that Bill McCollum is running for Governor, what has changed?

Senator Gaetz has proven beyond shadow of doubt, though I am his constituent, that he intends to do absolutely nothing legislatively or otherwise about Sacred Heart's fraudulent activities, and he has gone so far as to deliberately delete my e-mails without reading them, which I have posted far and wide on the Internet.

As well, the citizens of Florida have a right to have disclosed to them the exact amount of funds Senator Gaetz and Attorney General McCollum have accepted thus far, and intend to accept in the future, from Sacred Heart/Ascension Health.

This country WILL have single-payer healthcare, like it or not, but in order for it to work efficiently and properly for everyone, the "greed factor," as I like to call it, must be removed. Therefore, it is imperative that providers such as Sacred Heart/Ascension Health must be sanctioned and held accountable by the  Courts, and most especially, by the Department of Justice for any and all fraudulent activities, whether considered "legal loopholes" or not.

There are several Medicaid Fraud issues on which I fully expect the Office of Attorney to to follow up.

First of all, last year after I reported incidents of Medicaid Fraud to your
office by Sacred Heart Hospital, Sacred Heart Medical Group, Pensacola Sleep
Disorders, and Cardiology Consultants, I specifically instructed Medicaid NOT to Sacred Heart Hospital, Sacred Heart Medical Group, Cardiology Consultants, and/or Pensacola Sleep Disorders, as I was specifically told PRIOR to scheduling of these services, that I would NOT be billed, as these services were covered under Sacred Heart's Uncompensated Care Program, and would, therefore, be written off to charity, and Medicaid agreed not to pay these providers, if bills were received, as this is a legal matter for which a civil lawsuit is pending.

I NEVER subsequently provided Cardiology Consultants with my Medicaid
number, but SOMEONE in the community apparently HAS, I suspect someone
with Baptist Hospital and/or someone with Gastroenterology Associates, who
have also recently committed acts of negligence, abuse, and Medicaid fraud,
which I wish to report to the Office of Attorney General and which you need to
investigate, as well, as I just now received a new statement from Cardiology
Consultants indicating they've been paid the amounts of $9.03, $13.55, and
$10.37 from Medicaid, which the Office of Attorney General should demand
be returned to the State of Florida Medicaid fund IMMEDIATELY.

If you recall, Sacred Heart Hospital lied to me about services they scheduled me to receive, as they knew I wouldn't agree to the procedures if they weren't covered under Uncompensated Care. They committed Medicaid Fraud
because they were fully aware that I was soon to be approved for SSDI and
Medicaid, and that balances written off to charity cannot be later billed
to Medicaid. When I caught on to their deceptive scheme, and they tried to
schedule me for a SECOND stress test within two months of the first one,
which I wasn't able to complete anyway, nor would I have been able to complete it two months later, they had Sacred Heart Medical Group send me a
letter of termination "claiming" I was refusing to follow their medical advice, which is completely BULLSHIT!

MARK MY WORDS...IF THE OFFICE OF ATTORNEY GENERAL FAILS TO TAKE ACTION IN THESE MATTERS, DUE TO POLITICAL PALM-GREASING BY SACRED HEART HOSPITAL, ET AL., I WILL FILE SUIT AGAINST BILL MCCOLLUM FOR HIS FAILURE TO PROTECT THE PUBLIC, PARTICULARLY OUR MOST VULNERABLE CITIZENS, THE INDIGENT IN ILL-HEALTH, FROM SUCH DECEPTIVE PRACTICES PERPETRATED BY HEALTHCARE PROVIDERS SUCH AS SACRED HEART, AND FOR HIS VIOLATION OF PUBLIC TRUST.

I would also appreciate it if you would respond to my e-mails in a timely manner, as I sent two e-mails within the past month to which you failed to
respond, and only responded to after I showed up recently at the location
where we met last summer and was told that you had moved, of which no doubt you were immediately informed. Please be advised, as well, that I am

You both stated to me when we met that you would bring this "legal loophole," as you described it, of Medicaid fraud to the attention of the legislature, but I see no evidence or follow-up to that promise at all.

The Florida Agency for Healthcare Administration is the agency that forwarded this complaint to YOU.

Just exactly what are you doing that constitutes "looking into the situation
there." I am the patient making the complaint, and I have a legal right to have disclosed to me exactly what is going on in this complaint.

Sacred Heart Hospital is, of course, only going to deny the facts, and I have sufficient proof, as I have repeatedly stated, that Sacred Heart Hospital and Sacred Heart Medical Group have committed Medicaid Fraud, and terminated me as a patient because I refused to go along with it.

It has become abundantly clear to me that the local community is only
interested in protecting the "sins" of Sacred Heart Hospital. One need only
peruse the Escambia County Courts website to see all the lawsuits that are
filed against Sacred Heart, to see that Sacred Heart's "service to the poor" is only a facade.

Please advise EXACTLY what you are doing regarding this matter. And please identify who these other individuals are, and their positions and interests in this matter, to whom these e-mails have been copied.

The Issue

Below is an e-mail trail between myself and the Florida Attorney General's Office of Medicaid Fraud in Pensacola, who fail to not only take action against these corporate Medicaid Fraud perpetrators, but are doing everything they can to avoid communicating with me in writing via e-mail. As well, Florida Attorney General Bill McCollum, Republican Governor-wannabe, runs all over Florida bragging about his "good works," about how much he does to prevent Medicaid & Medicare fraud, but we patients, "down here in the trenches," know better. It's all baloney, it's all politics, and apparently it's too difficult a challenge for McCollum to figure out how to prosecute these particular healthcare providers who have thus far gotten away with these crimes via "legal loophole." Just check out McCollum's campaign contributions (and Democratic Governor-wannabe Alex Sink's, as well), and you'll see for yourselves just how many in the healthcare "industry" contribute to their campaigns.

I have a civil lawsuit pending in Escambia County against these perpetrators in which I represent myself Pro Se, so it will be interesting to see if justice is served to an indigent patient in poor health such as myself who was deliberately lied to and used by greedy corporate healthcare providers in a "legal loophole" Medicaid Fraud scheme.

Thirdly, if you scroll down and read my e-mail of June 11th, 2009 (and I suggest you familiarize or re-familiarize yourself with the rest of the e-mail trail, as well), you will see my "most recent concerns," which are not, in actuality, "recent;" they are only "recent" to YOU. Fourthly, why have so many different AG employees sent me e-mails about this, William Wells, Rick Stonebreaker, and now you. How many AG employees
does it TAKE already? Apparently it takes at least three to give a citizen such as myself the runaround.
 
There are different types of Medicaid Fraud, Mr. Morris, and I have NOT seen
Bill McCollum or anyone else, certainly NOT Don Gaetz with his healthcare
provider background, addressing the issue, as I was promised in 2008. According to public records, it seems McCollum accepts quite a lot of campaign contributions from corporate healthcare providers, such as WellCare, Aetna, etc. The American people are sick and tired of pre-packaged, "bought and sold" politicians, and we will NOT support candidates who accept such bribes, and yes, these are nothing short of bribes, from profit-motivated healthcare providers who think nothing of robbing the public of their health and welfare.

I have a civil lawsuit pending in Escambia County against all the guilty parties I informed you attempted to use me to commit Medicaid fraud, which I repeatedly refused. Again, I suggest you familiarize yourself with the facts of this matter, and then respond appropriately and timely via e-mail. I am forwarding to you this Deleted Without Being Read E-Mail from Florida Attorney General Bill McCollum, current Republican candidate for Governor. I am also sending this e-mail, as well, to the Senate Committee on Health, Education, Welfare, and Pensions. In light of the current healthcare crisis and pending legislation, it is imperative that issues such as this involving healthcare corporations committing Medicaid Fraud via "legal loophole," and the politicians who accept campaign contributions from such entities, be immediately addressed and the perpetrators brought to justice. (Be advised, as well that my local Republican Senator, Don Gaetz, who has a background in corporate healthcare, also refuses to respond.)

I have a lawsuit filed, in which I represent myself Pro Se, as I have been  forced to do since I cannot afford an attorney, against Sacred Heart Hospital (Ascension Health Corporation), Sacred Heart Medical Group, Cardiology Associates, and Pensacola Sleep Disorders. I'd been approved for Scary Heart's Uncompensated Care Program, but when it came time to renew, though I still qualified, they hemmed & hawed and jerked me around, refusing to renew it. They'd learned I was soon to be approved for Social Security Disability, which would then qualify me for Medicaid. They began scheduling me for diagnostic tests, promising me that I wouldn't be billed for those tests, as those services were covered under the Uncompensated Care Program for which I'd already been approved. They knew I would NOT have the tests if I would be billed, so they deliberately lied to me, billed me afterwards, and then lied about having told me I wouldn't be billed. I learned that once balances are written off to charity, they can't go back and bill Medicaid later, and Medicaid can be billed back one year from date of service, so in order to bill Medicaid, they had to run balances for me, which they knew I wouldn't agree to, so they deliberately lied to me about it. So much for "Catholic" healthcare.

I reported this to the local Medicaid Fraud office, who did ABSOLUTELY NOTHING, claiming it's a "legal loophole!" Bill McCollum, Florida's Attorney General and Rethuglican candidate for Governor, refuses to respond to my e-mails about this, and apparently ordered the local Medicaid Fraud office to stop communicating with me in writing, as well.

Florida corruption knows no bounds. I now have to file a lawsuit against McCollum and the Medicaid Fraud office to hold him accountable, while in the
meantime, he's running all over Florida bragging about how much he's doing to prevent Medicare and Medicaid Fraud. That's the phony facade he's
spinning, anyway.

I encourage citizens who have been victimized by the corrupt corporate
healthcare system in this country to file lawsuits to hold these turkeys
accountable without hiring an attorney, which most Americans can't afford
anyway, as Legal Aid Societies only handle certain types of cases.

I am writing a book entitled, Pro Se Can You Plea, which tells of my experiences with the executive, legislative, and judicial branches of government, especially the judiciary and Clerks of Courts abuses I encounter.

When elected officials refuse to respond (and even the US Dept. of Justice
deletes citizens' e-mails without reading them, which will be published in the book), I encourage citizens to spend some time studying the Statutes and
Procedures, and inundate the Courts with lawsuits, because in spite of the fact that Clerks of Courts are required by law to provide procedural and ministerial assistance to ALL litigants, not just licensed attorneys, they are often discourteous and unprofessional to Pro Se litigants. That's the only recourse left when Executive and Legislative branches of government ignore us.

During my "last visit," I was informed that Sacred Heart's fraudulent actions last year are a "legal loophole," a "legislative matter," yet Don Gaetz, our local Senator, has responded to this matter by deleting my e-mails without reading them; apparently he thinks this is a big joke, and I suggest you investigate, which is supposed to be a matter of public record anyway, exactly how much Sacred Heart contributes to Sen. Gaetz, which is most certainly within your power to do.

As a law enforcement agency responsible for investigating Medicaid fraud, it is your responsibility to this State and to citizens such as myself, to not sweep such "legal loopholes" under the rug. Such "legal loopholes" are still fraudulent and cost this State and its citizens millions of dollars. As well, when corporations get away with such "legal loopholes" unchecked, you've basically given them the "go-ahead" to continue, and you can rest assured, they're "laughing all the way to the bank." Therefore, it was my understanding, as well, that "the information I provided during my last visit" was NOT investigated, but simply "left at that."

No action was taken either to obtain my medical records from Pensacola Sleep
Disorders, who have been holding my medical records hostage since last year.

The most recent information I have for you is this:

Since Sacred Heart's inappropriate and fraudulent actions last year, I have
switched my healthcare to Baptist, where I am also on their Patient Financial Assistance Program. I was unaware that Baptist contracts with Cardiology Consultants, as well, and only discovered this upon receiving a statement from Cardiology Consultants that indicates Medicaid suddenly paid the old Sacred Heart generated charge, but NOT the Baptist charge. I never gave Cardiology Consultants my Medicaid number, and I distinctly recall telling Medicaid to NOT pay any bills that appear from Sacred Heart, Cardiology Consultants, or Pensacola Sleep Disorders. It appears that due to the services performed at Baptist, Cardiology Consultants obtained my Medicaid number and filed with Medicaid. Apparently the benefit was maxed through payment of the 2008 Sacred Heart-generated Cardiology Consultants charge, so the Baptist balance remains unpaid. Medicaid should NOT have paid the 2008 charge, as it was OVER A YEAR OLD, and providers are only allowed a year to file. In addition, Cardiology Consultants throughout this year have harassed me with robo-collection calls to my cell phone, which didn't stop even after I filed an online complaint. They not only committed Medicaid fraud, but they have added insult to injury by reporting the fraudulent balance to the credit bureaus, thereby damaging my credit reports.

Bill McCollum is running all over the State trying to convince citizens to vote for him because of his supposed actions to prevent Medicaid fraud, but such Medicaid fraud that was perpetrated upon me last year by Sacred Heart is just as costly, and like Gaetz, the citizens of this State would really like to know how much Sacred Heart/Ascension Health contributes to McCollum, as well.

May I remind you, Lieutenant Stonebreaker, that I am in poor health and in pain on many days, and my only income is a meager Social Security Disability/FRS income of $1054.22 monthly. The condo in which I'm living is in foreclosure, and it is only due to the kindness of my landlord that I am allowed to continue living here, as I am not only in any physical or financial shape to move again, but due to the nature of my medical conditions, I cannot afford another similar dwelling, which meets my medical, safety, and environmental needs. The last thing I need is the additional stress of corrupt politicians, greedy healthcare providers, and ineffective, noncommittal law enforcement agencies.

If you are really committed to putting a stop to Medicaid fraud, then you cannot refuse to investigate just because the crime falls into the category of a "legal loophole." One would hope that the Office of Attorney General has more backbone than that!

When I met with you last year, nothing was done, and frankly, I found your

Other than the fact that Bill McCollum is running for Governor, what has changed?

Senator Gaetz has proven beyond shadow of doubt, though I am his constituent, that he intends to do absolutely nothing legislatively or otherwise about Sacred Heart's fraudulent activities, and he has gone so far as to deliberately delete my e-mails without reading them, which I have posted far and wide on the Internet.

As well, the citizens of Florida have a right to have disclosed to them the exact amount of funds Senator Gaetz and Attorney General McCollum have accepted thus far, and intend to accept in the future, from Sacred Heart/Ascension Health.

This country WILL have single-payer healthcare, like it or not, but in order for it to work efficiently and properly for everyone, the "greed factor," as I like to call it, must be removed. Therefore, it is imperative that providers such as Sacred Heart/Ascension Health must be sanctioned and held accountable by the  Courts, and most especially, by the Department of Justice for any and all fraudulent activities, whether considered "legal loopholes" or not.

Disorders, and Cardiology Consultants, I specifically instructed Medicaid NOT to Sacred Heart Hospital, Sacred Heart Medical Group, Cardiology Consultants, and/or Pensacola Sleep Disorders, as I was specifically told PRIOR to scheduling of these services, that I would NOT be billed, as these services were covered under Sacred Heart's Uncompensated Care Program, and would, therefore, be written off to charity, and Medicaid agreed not to pay these providers, if bills were received, as this is a legal matter for which a civil lawsuit is pending.

I NEVER subsequently provided Cardiology Consultants with my Medicaid
number, but SOMEONE in the community apparently HAS, I suspect someone
with Baptist Hospital and/or someone with Gastroenterology Associates, who
have also recently committed acts of negligence, abuse, and Medicaid fraud,
which I wish to report to the Office of Attorney General and which you need to
investigate, as well, as I just now received a new statement from Cardiology
Consultants indicating they've been paid the amounts of $9.03, $13.55, and
$10.37 from Medicaid, which the Office of Attorney General should demand
be returned to the State of Florida Medicaid fund IMMEDIATELY.

If you recall, Sacred Heart Hospital lied to me about services they scheduled me to receive, as they knew I wouldn't agree to the procedures if they weren't covered under Uncompensated Care. They committed Medicaid Fraud
because they were fully aware that I was soon to be approved for SSDI and
Medicaid, and that balances written off to charity cannot be later billed
to Medicaid. When I caught on to their deceptive scheme, and they tried to
schedule me for a SECOND stress test within two months of the first one,
which I wasn't able to complete anyway, nor would I have been able to complete it two months later, they had Sacred Heart Medical Group send me a
letter of termination "claiming" I was refusing to follow their medical advice, which is completely BULLSHIT!

MARK MY WORDS...IF THE OFFICE OF ATTORNEY GENERAL FAILS TO TAKE ACTION IN THESE MATTERS, DUE TO POLITICAL PALM-GREASING BY SACRED HEART HOSPITAL, ET AL., I WILL FILE SUIT AGAINST BILL MCCOLLUM FOR HIS FAILURE TO PROTECT THE PUBLIC, PARTICULARLY OUR MOST VULNERABLE CITIZENS, THE INDIGENT IN ILL-HEALTH, FROM SUCH DECEPTIVE PRACTICES PERPETRATED BY HEALTHCARE PROVIDERS SUCH AS SACRED HEART, AND FOR HIS VIOLATION OF PUBLIC TRUST.

I would also appreciate it if you would respond to my e-mails in a timely manner, as I sent two e-mails within the past month to which you failed to
respond, and only responded to after I showed up recently at the location
where we met last summer and was told that you had moved, of which no doubt you were immediately informed. Please be advised, as well, that I am
posting this matter on the Internet.

Senator Gaetz deletes my e-mails regarding Medicaid fraud IN HIS OWN  DISTRICT, without reading them, much less acknowledging & responding in a
professional manner, & the so-called "Medicaid Panel" members, a/k/a crooked, corrupt politicians, should be required to disclose the payola they receive & have received from crooked, greedy healthcare providers such as Sacred Heart Hospital/Ascension Health and HCA! Our crooked, corrupt politicians want us to think they're actually doing something about the problem, but in reality, they're PART of the problem, & act to protect their corporate healthcare contributors--even those such as Sacred Heart Hospital who defraud Medicaid--making it clear whom they REALLY serve--the palm-greasing corporate healthcare providers, NOT the defrauded public, and certainly not our precious Medicaid dollars.

You both stated to me when we met that you would bring this "legal loophole," as you described it, of Medicaid fraud to the attention of the legislature, but I see no evidence or follow-up to that promise at all.

I did not see in the documentation that we have received thus far where it was referred to us by AHCA (Agency for Health Care Administration). Regardless, we do have the complaint from you, however, if there is other documentation that AHCA may have that we have not received please forward to my attention. The Florida Agency for Healthcare Administration is the agency that forwarded this complaint to YOU.

Just exactly what are you doing that constitutes "looking into the situation
there." I am the patient making the complaint, and I have a legal right to have disclosed to me exactly what is going on in this complaint.

Sacred Heart Hospital is, of course, only going to deny the facts, and I have sufficient proof, as I have repeatedly stated, that Sacred Heart Hospital and Sacred Heart Medical Group have committed Medicaid Fraud, and terminated me as a patient because I refused to go along with it.

It has become abundantly clear to me that the local community is only
interested in protecting the "sins" of Sacred Heart Hospital. One need only
peruse the Escambia County Courts website to see all the lawsuits that are
filed against Sacred Heart, to see that Sacred Heart's "service to the poor" is only a facade.

Please advise EXACTLY what you are doing regarding this matter. And please identify who these other individuals are, and their positions and interests in this matter, to whom these e-mails have been copied.
