Federal Law needed regarding animal sacrifice needed due to animal cruelty issues

The Issue

Santeria or voodoo, along with other religions involving animal sacrifice, is widespread and growing in America due to numerous immigrants of all types, and young people are increasingly becoming attracted to such religions--which routinely practices animal sacrifice, i.e, mutilation.   Also, some practitioners of black magic (Satanic cults) believe slowly torturing an animal (mutilations) attract demons and evil spirits-though animal sacrifice was sanctioned by the Supreme Court, ethical considerations must be addressed regarding animal sacrifice due to animal cruelty issues.

RELIGIOUS ANIMAL SACRIFICE should have restrictions due to its cruelty issues. This is not to remove animal sacrifice as the Supreme Court deemed it legal, however, is to prevent animal cruelty; also, in accordance to local municipality laws regarding keeping farm animals due to public health issues.

Animal sacrifice should have regulations, just as it's disgusting to sacrifice children, which is still practiced these days DUE TO CURRENT RELIGIOUS CEREMONIES STILL PERFORMED TODAY. Same ethical considerations should be given under the term "religious intent";

"A BBC investigation into human sacrifice in Uganda has heard first-hand accounts which suggest ritual killings of children may be more common than authorities have acknowledged. One witch-doctor led us to his secret shrine and said he had clients who regularly captured children and brought their blood and body parts to be consumed by spirits."

Though we acknowledge most people consume meat, animal sacrifice under the guise of religion should have restrictions:

(1) NO COMPANION ANIMALS may be sacrificed, companion animals defined as dogs, cats, puppies and kittens shall not be sacrificed under the guise of religion; this includes primates and humans; cats and dogs are not a legal produce.

(2) ANIMAL TORTURE or slow death is forbidden due to animal cruelty issues.

(3) Because most of society eats livestock, those under the listing of farm factory animals may be sacrificed-but must be killed quickly and humanely-defined as chickens, turkeys, goats, sheep, cows.

(I am 100% opposed to this, but if you want something passed, this is going to have to be included).

(4) IF THE CITY OR LOCALE prohibits keeping farm livestock, local laws must be obeyed (otherwise everybody would have the right to keep livestock on their property even in city limits). Said animals are to be kept, and sacrifice done,  in an area that is legal to keep farm animals due to hygiene and in accordance to local municipalities.  If it is illegal to keep chickens and goats in the city, then that should be maintained-nothing is preventing religions from practicing where it is legal to keep livestock.

Thank you for your time and consideration in this matter.
