SCRAP HCMTR - MAKE PUNE A MODEL FOR SUSTAINABLE DEVELOPMENT

After our careful, in-depth study of the proposed HCMTR project with inputs from experts on traffic/transportation, urban planning, heritage conservation, ecology, geology etc. it is clear that the project goes against all principles of sustainable development. The High Capacity Mass Transit route (HCMTR), proposed in 1987 DP was a rail and bus public transport solution to bypass the city as it existed then, 30 years ago. The proposed HCMTR is a 36 Km elevated six lane ROAD passing over 34 junctions through the city, with only two lanes for public transport (BRTS) and FOUR lanes for private 4-wheelers (2/3 wheelers and cycles are NOT allowed), with project cost of Rs 5200 crores. The HCMTR project is a misguided attempt in development that will only end up benefiting 4-wheeler private vehicles at great cost to Pune's environment.  We, the citizens of Pune, request you to scrap the HCMTR project, for the following reasons:  1.       The very objective of HCMTR as notified under the Pune Development Plan is not being followed: As per the 1987 DP, the HCMTR is proposed as a "rail based' mass transportation system. As per the 2007 DP, notified in 2018, “The route is proposed to be used only for operating the mass transportation system”. However, the Tender document issued in February 2019 is for 24m wide road, with two lanes for BRTS and FOUR for private 4-wheelers. How did the PMC change the purpose of the HCMTR from a mass transportation rail-based route to a road with 2/3rd space for private vehicles? #HCMTR 2.       HCMTR alignment based on a 1983 traffic study  by MTP (Railways): We all know how Pune has changed over the last 30 years. The urgent need of the hour is a good public transport system that suits current and projected work flow needs. Many open areas on the route as planned in 1987 are now built up or congested. There are conflicts with the Metro lines and flyovers at Paud-Phata and the University which did not exist in 1987 DP. Why is a 1987 plan being forced on Pune in 2019?  3.        Current proposal with 4 lanes for private 4 wheelers goes against National Urban Planning policy and the spirit of Smart Cities: The National Urban Transport Policy (NUTP) 2014, the draft Maharashtra State Urban Transport Policy 2017 and Pune’s Comprehensive Mobility Plan (CMP, 2008, aims to reduce use of personal motor vehicles from 55% today to 10%) – all state that urban transport should “move people, not vehicles” and that private vehicle use should be discouraged. HCMTR does just the opposite. With 4 out of 6 lanes reserved only for private 4wheelers, this project will encourage people to use cars, very soon even the elevated road will be congested by "induced demand". For sustainable traffic management, PMC should concentrate on building infrastructure to increase ridership on Metro, upgrade the PMPML system, properly maintain the Rainbow BRT infrastructure and ensure high frequency of buses. #SmartPune #SmartCity 4.       HCMTR will destroy valuable water recharge zones in the city: Ground water will play in critical role in building water security for Pune in the face of population pressures and changing monsoon patterns. Nearly a third of Pune's watersheds have their catchment sources in the Vetal - Hanuman tekdi - Chatushringi complex! These catchments include some of the largest natural recharge zones in the city - including large parts of 3 to 4 out of the 5 aquifer systems that constitute the mainstay of Pune's groundwater. When Maharashtra is reeling under the worst drought in decades, Pune's ground water is coming under severe stress from an extraction of the order of 3 to 4 TMC annually, it becomes imperative to protect these tekdis as 'groundwater recharge sanctuaries' and oppose any development projects that will destroy key natural recharge sites and parts of the aquifers themselves. PMC aims to make Pune as “Jalyukt Shahar”. Achieving this goal is only possible if our hills and their biodiversity are preserved. For this, projects like HCMTR must be rejected.#JanShakti4JalShakti 5.       Destruction of Forests and Green Space in the center of the city: HCMTR will destroy more than 7 hectares of Reserved Forest land, nearly 2000 mature trees will be felled, destroying hill slopes. This wanton destruction of ecologically sensitive zones is against the Constitutional mandate placed on PMC to preserve the environment -see Articles 48-A, 51-A(g) and Article 243 ZE of the Constitution, the last one specifies planning to include “integrated development of infrastructure and environmental conservation”. All developed cities have huge green and open spaces in the city centre, just like our tekdis, that play a vital role in mitigating ‘heat island’ effect, act as carbon sinks and reduce air and noise pollution. Our tekdis enhance the quality of life of residents by providing free, open area for recreation and exercise. Note, Pune's tekdis are green because of common people's participation in social forestry and should be protected as community spaces and Natural Heritage sites for future generations. #UrbanForests 6. Immeasurable loss of community lives and heritage: 34% of the route is in private hands, acquisition is estimated to cost PMC Rs. 2,452 crores! Add to that cost, is the immeasurable suffering to citizens who are losing their homes and livelihoods across the city, along with Pune's heritage e.g. in Chaturshringi Angalvasti, Parvati Nandan Ganpati Temple, Vadgaon Sheri, Bopodi, Dhanashree Society,  etc.  We therefore request you to scrap the HCMTR project. For sustainable development, PMC should actively discourage use of private vehicles and promote public transport options for Punekars, by focusing on efficient Metro and PMPML services.

"SAVE FERTILE SOIL" FOR THE PURPOSE OF DEVELOPMENT LOT OF CONSTRUCTION / BUILDINGS ARE MUSHROOMING ALL OVER.EVERY CITY HAS TO GROW WIDELY IN EVERY DIRECTION, WITH THE RESULT FERTILE SOIL/FARMS ARE GETTING COVERED WITH PERMANANT STRUCTURES/BUILDINGS , REST OF THE SOIL GETTING BURNT FOR MAKING BRICKS IN LARGE SCALE & EVENTUALLY FERTILE SOIL WILL BE VANISHED.. FERTILE SOIL IS VERY PRECIOUS & IT  IS A  TREASURE FOR HUMANS & EVERY LIVING SPECIES . IT CAN NOT BE REPRODUCED.IT IS AFFECTING THE GLOBAL ECOLOGY & ENVIRONMENT. RISE IN GLOBAL TEMPERATURE IS A SERIOUS ISSUE NOW. GOVERNMENT HAS TO BE SERIOUS ON ISSUE OF PROTECTING AGRICULTURAL LAND BY MEANS OF PHYSICAL SURVEY OF SUCH LAND & IMPLIMENT STRINGENT RULES TO PROTECT THE SAME. THEY MUST STOP THE CONSTRUCTION ON FERTILE LAND IN TOTAL.IT SHOULD BE  STRICTLY BANNED TO CONSTRUCT ANY STRUCTURE ON ANY AGRICULTURAL / FERTILE LAND . IN CASE OF ANY SUCH CONSTRUCTION HAPPENING ON THESE LAND GOVERNMENT AUTHORITIES SHOULD ENSURE TO EXCAVATE & TRANSFER LAYER OF ENTIRE FERTILE SOIL TOTALLY FROM THE SITE PRIOR TO GIVING PERMITION TO BUILD ANY CONSTRUCTIONS OF BUILDINGS,FACTORIES,& EVEN ROADS & HIGH WAYS. FERTILE SOIL IS NEEDED TO BE PROTECTED GLOBALLY.       THEY MUST ALSO LEVY TAX ON USING THE SAME FOR PLUSH GARDENS, LAWNS OF URBAN COMPLEXES & BALCONY PLANTATION THAT SERVES LIMITED CLASS OF PEOPLE. Treat 100% Sewage of Pune city on war-footing to avoid public health emergency

Recent findings of research done about microbes found in Mula-Mutha rivers are shockingly alarming and need immediate action on war-footing by PMC. According to this research, the diseases caused by microbes found in Mula-Mutha rivers will be untreatable as these microbes do not respond to even the strongest of antibiotics available. This is a serious health hazard for all the citizens of Pune city and has to be dealt with on top priority. Major cause of this is untreated sewage getting dumped directly in the rivers everyday for years together. It is a known fact that there is inadequate capacity of sewage treatment in the city (installed capacity is only @70%max). So there is urgent need to divert all resources to bridge this gap first instead of spending PMC budget on cosmetic beautification of the city. Also, the track record of performance of existing sewage treatment plants is extremely shady and has been pointed out time and again by various environmental experts and NGOs. Even basic essential facilities like power back up are not available in existing plants which makes plant ineffective in case of power outages. Because of this, the 'Life Nurturing' rivers of Pune have become 'Life Threatening' drainage. This has to stop immediately.The situation of public health has been steadily deteriorating over past few decades. If the situation is not controlled now it may wreck a havoc of epidemic of untreatable diseases. Following actions are needed to be initiated urgently - 1. Audit of existing STPs by independent agency 2. Taking measures to restore effectiveness of existing STPs based on observations /recommendations 3. Installing Real time continuous monitoring systems of water quality at outlet of STPs and making data public. 4.Formation of empowered committee to fast-track installation of new STPs to achieve 100% sewage treatment in committed and time-bound manner. http://punemirror.indiatimes.com/pune/cover-story/diseases-caused-by-mula-mutha-are-untreatable/articleshow/62449938.cms मुळा मुठा नदीच्या पाण्यातील जीवाणू आणि विषाणू यासंबंधित अलीकडेच झालेल्या संशोधनातील निष्कर्ष अत्यंत गंभीर धोक्याची जाणीव करून देणारे आहेत. त्यामुळेच यावर महानगरपालिकेने युद्धपातळीवर त्वरित कृती करण्याची गरज आहे. या संशोधनातील निष्कर्षानुसार मुळा मुठा नदीच्या पाण्यातील धोकादायक सूक्ष्मजंतू हे कोणत्याही प्रजैविकांनाही (Anti-Biotics) दाद देत नाहीत असे दिसून आले आहे. त्यामुळे त्यांच्यापासून होणाऱ्या आजारांवर कोणतेही औषध उपयोगी पडणार नाही. सर्व पुणेकर नागरिकांच्या दृष्टीने हि अत्यंत गंभीर बाब आहे आणि यावर त्वरित कृती होण्याची आवश्यकता आहे. अनेक वर्षे प्रतिदिन प्रक्रिया न करता नदीत सोडले जाणारे मैलापाणी हे मूलतः या परिस्थितीला कारणीभूत आहे. शहरातील मलनिस्सारण प्रक्रिया केंद्रांची क्षमता हि गरजेपेक्षा अत्यंत तोकडी (पाहिजे त्याच्या फक्त ६०- ७०%) आहे हि बाब अनेकदा समोर आली आहे. शहराच्या वरवरच्या दिखाऊ सुशोभीकरणासाठी होणारे खर्च टाळून प्राधान्यक्रमाने मनपाचे बजेट या मैलापाणी शुद्धीकरणाच्या प्रकल्पांवर खर्च होणे गरजेचे आहे. सध्या अस्तित्वात असलेल्या प्रक्रिया केंद्रांचा अनुभवही काही चांगल नाही हे वास्तव या क्षेत्रातील तज्ञ आणि स्वयंसेवी संस्थांनी अनेकदा अधोरेखित केले आहे. या केंद्रांना अखंडित वीजपुरवठ्यासारखी अत्यंत मुलभूत सोयही नाही. यामुळे काही तास वीजपुरवठा खंडित झाला तर त्या दिवशी कोणतीही प्रक्रिया न करताच मैलापाणी नदीत तसेच सोडून देण्याशिवाय पर्याय नसतो. या परिस्थितीमुळे पुण्याच्या ‘जीवनदायिनी’ असलेल्या नद्या या पुणेकरांसाठी अत्यंत धोकादायक नाले बनल्या आहेत. हे तातडीने थांवण्याची गरज आहे. गेल्या ३-४ दशकांमध्ये पुण्यातील सार्वजनिक आरोग्य अधिकाधिक ढासळत गेलेलं दिसत आहे. या परिस्थितीवर आता नियंत्रण आणले नाही तर आपल्या शहरात असाध्य रोगांच्या साथीचे थैमान येऊ शकते! हि परिस्थिती टाळण्यासाठी खालील कृती त्वरेने घडणे अत्यावश्यक आहे- १.       सध्याच्या प्रक्रिया केंद्रांचे निष्पक्ष तज्ञांकडून परीक्षण करून घेणे २. या परीक्षणातील निरीक्षणे आणि निष्कर्षांवर आधारित त्यांची कार्यक्षमता सुधारण्यासाठी त्वरित उपाययोजना करणे ३. या केंद्रांमधून प्रक्रिया होऊन बाहेर पडणाऱ्या पाण्याची गुणवत्ता तपासणारी आणि देखरेख करणारी स्वयंचलित यंत्रणा राबवणे आणि हि माहिती नागरिकांना खुली करणे. ४. १००% मैलापाण्यावर प्रक्रिया करण्यासाठी नवीन प्रक्रिया केंद्रे उभारण्याची योजना कालबद्ध पद्धतीने पूर्ण होण्यासाठी उच्चस्तरीय आणि निर्णयक्षम समितीची स्थापना करणे. http://punemirror.indiatimes.com/pune/cover-story/diseases-caused-by-mula-mutha-are-untreatable/articleshow/62449938.cms
