National Strategy to Combat Plastic Pollution in Aquatic Environment in Canada
We, the undersigned residents of Canada, draw the attention of the House of Commons in Parliament Assembled to the following:Whereas plastics in our oceans, lakes, rivers and other bodies of water pose a dire threat to sensitive ecosystems, wildlife, communities, and individuals; And whereas plastics make their way these bodies of water in a variety of ways including: stormwater outfalls; global ocean tides and currents; and direct industrial and consumer waste disposal;Therefore, we the undersigned call upon the federal government to work with the provinces, municipalities, and indigenous communities to develop a national strategy to combat plastic pollution in and around aquatic environments, which would include the following measures;1. Regulations aimed at reducing;a) Plastic debris discharge from stormwater outfalls,b) Industrial use of micro-plastics including, but not limited to, microbeads, nurdles, fibrous microplastics and fragments,c) Consumer and industrial use of single use plastics, including, but not limited to, plastic bags, bottles, straws, tableware, polystyrene (foam), cigarette filters, and beverage containers.2. Permanent, dedicated, and annual funding for;a) Cleanup of derelict fishing gear,b) Community led projects to clean-up plastics and debris on shores, banks, beaches and other aquatic peripheries,c) Education and outreach campaigns on the root causes and negative environmental effects of plastic pollution in and around all bodies of water.Furthermore, we call upon the Government of Canada to adopt M-151 and establish a national strategy to combat plastic pollution. Therefore, we the undersigned call upon the Canadian federal government, the Province of British Columbia, The Capital Regional District, City of Victoria, Township of Esquimalt, District of Saanich, District of Oak Bay to work with the provinces, municipalities, and indigenous communities to develop a Capital Regional District strategy to combat storm sewage / septic tank runoff pollution in and around aquatic environments, which would include the following measures: 1. Regulations aimed at endinga) Sewage and Contaminant discharge from storm sewer/water outfalls,b) Urban runoff from roads, parking lots, commercial and industrial facilitates, andc) Residential and industrial waterborne pollutants and sediments, from washing cars, redevelopment projects, landscaping, gardening and bad farming practice. 2. Create permanent, dedicated, and annual funding for;a) Complete Restoration or Rebuilding our Storm Water / Sewage system to eliminate Storm Water Outfalls where possible, b) Community-led projects to teach best management practices to prevent contaminants and sewage from entering beaches and other aquatic peripheries c) Education and outreach campaigns to inform communities of the causes and negative impacts that sewage and contaminants have on the environment in and around all bodies of water, andd) Technical training of local staff in the identification of spills and the appropriate response. e) Formation of a Storm Water Utilities that deal with annual and long-term funding, planning, water quality, water quantity, elimination of stormwater outfalls where possible. PETITION TO THE HOUSE OF COMMONS IN PARLIAMENT ASSEMBLED.We, the undersigned as residents and citizens of Canada, draw the attention the House to the following;THAT; Fisheries and Oceans Canada is turning its back on wild salmon with its latest decision to cut funding to the department’s resource restoration unit, education and technical support contracts in its salmon enhancement program and the production of steelhead and cutthroat trout at salmon enhancement hatcheries. For more than 30 years, Fisheries and Oceans has supported Educators in British Columbia and the Yukon who teach their students to understand, respect and protect freshwater, estuarine and marine ecosystems, and to recognize how all humans are linked to these complex environments. The Stream to Sea education program includes resources for all grade levels that will help students become aquatic stewards and active citizens that are interested in protecting their local watersheds.Cuts to this critically important program will result in the loss of the following. 2 full time employees. 16 part time employees. Access to educational materials and equipment. 35 000 children per year will lose out on a connection with our iconic and culturally important salmon. First Nations depend on salmon as a food source, and will also be adversely affected by this decision.Cutting this program will potentially put an end to wild salmon stocks throughout the West Coast of Canada.THEREFORE, YOUR PETITIONERS UNDERSIGNED CALL UPON YOU TO NOT HALT THESE PROGRAMS.
