Petition to Narendra Modi

Let's crack Independent India’s Greatest Mystery ~ Justice to Netaji Subhas Chandra Bose.

Are you an ardent reader of detective stories? Do you like Sherlock Holmes? Dear reader, this is the time for you to become Sherlock Holmes of real life and solve “India’s best-kept secret”. 72 years back, a man disappeared from public life never to be seen again. This man was one of the greatest and bravest sons of Mother India, Netaji Subhas Chandra Bose. “Nations that forget their history lack the power to create it.” – Shri. Narendra Modi, Hon'ble PM of India. If we don’t know where we came from, how would we appreciate where we’re going? The route to our past has a marvelous gateway, i.e., the history of Indian Independence.    Most of us as children were told a story, a fairytale to be precise, of how India got freedom without any war, and how suddenly, one night, mother India came into the dreams of Lord Clement Attlee and asked him to sign the deed transfer of power of India. These fairytales thrilled us when we were kids, but not anymore, after all, we’re the youths grown-up! So, what is our history? "I don't know how Mr. Attlee suddenly agreed to give India Independence," wonders Ambedkar during an interview to British journalist Francis Watson in February 1955.   The man Ambedkar was referring to had, as the British prime minister of the day, decided to set India free. Sir Clement Attlee knew better than anyone else unless one considers some historian to be an oracle.   Feeling interested to know more about your own past? Please read on -   When Mr. P. V. Chakraborty (former chief justice of Calcutta High Court on March 30, 1976) was acting as Governor of Bengal in 1956. Lord Clement Attlee, who was the British Prime Minster in postwar years and who was responsible for India’s freedom, visited India and stayed in Raj Bhavan, Calcutta (now Kolkata) for two days. Chakraborty put it straight to Attlee like this: “The Quit India Movement of Gandhi practically died out long before 1947 and there was nothing in the Indian situation at that time, which made it necessary for the British to leave India in a hurry. Why then did they do so?” In reply, Attlee cited several reasons, the most important of which were in I.N.A. activities of Netaji Subhas Chandra Bose, which weakened the very foundation of the British Empire in India and the RIN Mutiny which made the British realize that the Indian armed forces could no longer be trusted to prop up the British. When asked about the extent to which the British decision to quit India was influenced by Mahatma Gandhi’s 1942 movement, Mr. Attlee’s lips winded in smile and disdain and uttered slowly, ‘Minimal’.”   Do you know what happened to Netaji? Well, neither do we, and that’s the exact purpose of writing this petition.   Would you go absolutely crazy if you suddenly lost your mother/father/spouse without any prior hint? Won’t you be mad to find him/her? Any sane person would reply with a ‘Yes’, we mean who’d want to not find back their very own people? And here we’re talking about the stalwart leader Netaji Subhas Chandra Bose, who was regarded as the very own by the Indians across the length and breadth of this nation, for whom, we are proudly living on the free soil.     In the last decade or so, much information has come on record, making it crystal clear that whatever happened to Netaji can be boiled down to mainly three theories:   a)     Netaji either died in Taiwan in 1945 b)     Or in Soviet Russia in the 1950s c)      Or in Faizabad in 1985 where he lived as Gumnaami Baba   It is no secret that the Central Government possesses a wealth of information in this matter and the mystery can be resolved as soon as the Government is willing to solve it. Certain files have been declassified by the PMO but none of them have been of much importance.   The declassified files by the West Bengal government has completely debunked the official plane crash theory. There is still a lack of an absolute definite proof or what we call as conclusive evidence which we will never receive unless the GoI cooperates. One question whose answer the Government needs to find immediately is who was Gumnaami Baba? Why would Netaji’s close and most trusted associates claim that Gumnaami Baba was actually Netaji in disguise, without any proper reasoning? Some contrary views, however, suggest that it is unnatural of Subhas Bose to be alive, being in India and yet not coming back to public life. Hence, the unveiling of truth has to disregard any myth or any point without a clinching evidence.   Personally, we choose not to believe in any of these and also ask you to not believe in any of these theories because one thing that is common in all of these is confusion. And we can’t afford to have a confused sense of idea about what happened to the greatest leader born in our soil, not anymore. At this point of time, we can accept nothing but the truth. The Government, at multiple times, have rejected many research theories regarding this case, rightly saying that they know better. Well, they do know better. And hence, it is their responsibility to let us know the truth, immediately. It’s time the curtain is unleashed from independent India’s first and biggest cover-up. It is time to put a final end to all rumors regarding this case.   Prime Minister Narendra Modi had, in fact, promised to reveal the complete truth about the final fate of Netaji during his Prime Ministerial election campaign in 2013-14 and we would like and choose to believe that it was not a political gimmick. Also, shouldn’t the Prime Minister who launched the Swacch Bharat Abhiyan also practice some ‘swacchta’ or transparency in his system? After all, swacchta was not one of Gandhi’s famous Eleven Vows. Satya, or truth, surely was. And truth, Gandhiji would say, was above God.   To connect all the dots relating to Netaji’s disappearance, we, the youth of India appeal to The Prime Minister of India, Shri. Narendra Modi to not only declassify all the files lying with the GoI but also to write to the heads of the countries of Russia, Japan, China, America, UK, Japan, Singapore and Malaysia to declassify all Netaji files lying with them. We want to take this movement of #DeclassificationOfNetajiFiles to the global level to get all the clues. However, we shouldn’t be losing our focus from the declassification of all Netaji files held by the government of India simply because if we do not have our own files declassified, then how can we ask other nations to do it?   So, once and for all, let all conspiracy theories end and truth be revealed. Let the nation know What happened to Netaji. We’re the youth of today, the youth of India, the demographic dividend so as to say, we’re not fools to remain silent when we’re taught concoction in our very own history, after all, we’re going to drive India towards being a global super-power, nowhere on the path do we want anything except truth lest we know what is going to happen to the nation just like it did during the last seven decades (poverty, hunger, corruption at all levels, et al). Thankfully, after all these years’ struggle, we are not very far from the truth. All we need is a little help from each one of you. The question is not as much about what happened to Netaji, but it is more about why the truth was hidden from the general masses of the world’s largest democracy, is a question to ponder about.   Let’s jointly seek for justice to the person who ensured we breathe free air, living on the free soil of India. Help us to crack Independent India’s Greatest Mystery!   Let’s sign this petition and come to a closure, once and for all!    We are sure that our Prime Minister will accord this matter with his personal and sincere attention considering his admiration for Netaji and the realization of what he did for India. We sincerely believe that Narendra Modi Government is the Government of hope and change.   With warm regards, On behalf of the entire youth population of India - 1.   Shriya Dasgupta, 2.  Sayak Sen, 3.  Aakash Basu and 4.  Other truth seekers who have signed this petition.

Petition to Ministry of Law and Justice, niti aayog, Prime Minister Office of India, Parliament Of India

Anonymity in RTI: Create an Autonomous Institution which will hide Identity of Appellants

Many Right to Information Act (RTI) activists, including policemen, have been harassed and even murdered for seeking information to "promote transparency and accountability in the working of every public authority" in India. Many face assaults on a regular basis. People seeking information from their gram panchayat and the local administration also face social ostracism. A few activists who sought information under RTI related to MNREGA scams were killed. Many threats and attacks (including murder) go unreported by the media. Such brave whistleblowers and activists are essential for the country and its citizens. We Indians only have a bunch of such bold and brave people. It's our moral duty to protect them. In spite of having Whistle Blowers Protection Act, 2011 there is a large number of cases of murders, threats and social ostracism. We want an "Autonomous Institution" to enact "Anonymity in RTI" which will act as an interface between appellants and Public Information Officers. The Autonomous body will verify and receive RTI Application, Appellants identity and all the information will be encrypted using technology to ensure that their identity cannot be accessed by anyone not even by Autonomous Institution's members itself, thus ensuring complete anonymity of those whistleblowers. It can be easily achieved through technology, the identity of Applicants can be easily verified using Aadhar Number, PAN Number, biometrics, it can easily be encrypted and decrypted, 100% anonymity can easily be ensured. Once we can ensure "Anonymity in RTI". More and more people will fight for their rights, millions of anonymous whistleblowers are there, and thus the corrupt and inefficient Public Authorities will find no way to suppress as they will never access the identity and hence no need of Whistleblower Protection Act, 2011, no threats and no murders.

Petition to Dr. Jitendra Singh

Remove regressive provisions from proposed RTI rules

RTI activist Suhas Haldankar was on his way back home when he was beaten to death by 11 people. Suhas’s head was smashed with concrete blocks and he collapsed in a pool of blood. Suhas was using the RTI Act to expose civic lapses and raise his voice against the inefficiency of local corporators in Pune area. And if the government has its way, we may see many more information seekers meeting Suhas's fate.  The government is trying to weaken the RTI Act by proposing amendments to the rules which will put RTI users' lives in danger. The proposed rules allow for withdrawal of appeals based on a written communication by the appellant  and closure of proceedings upon death of the appellant. Given the Indian reality where RTI applicants are often attacked and even killed for seeking information, the proposed rules will make it easier for people with vested interests to pressurise RTI users and threaten them to withdraw their appeals. In just the last few years more than 57 people have been killed for using the RTI Act to seek information. Having a rule like ‘closing the proceedings upon death of the appellant’ puts the lives of lakhs of people using RTI in danger. The government should be protecting people who seek truth, demand accountability and expose corruption. Instead of implementing the Whistle Blowers Protection Act which was passed by Parliament more than 3 years ago,  the government is making information seekers more vulnerable through the proposed RTI rules. Join us in demanding that the Central government withdraw these problematic provisions of the proposed RTI rules and also operationalise the Whistle Blowers Protection Act.
