Select Portugal for Tesla’s New GigaFactory: Open Letter to Elon Musk

In view of the fight against offshore and onshore oil and gas drilling, I have written an open letter to Elon Musk, CEO and founder of Tesla Motors and its innovating technologies. I am inviting you to co-sign my letter which I intend sending to him early in the new year. If we can convince Elon Musk to locate his new Tesla Giga Factory in Portugal, it will greatly assist all of us in our fight against oil and gas drilling. Currently we are competing with Spain (they already have a petition with over 25,000 signatures), I am of the opinion that we can do better than that. We are also competing with not only Spain, but also with France, Holland and some Eastern Block countries. I am a Luso-South African now living in the beautiful Portuguese region of the Algarve, but I am also a grandmother, an eco-technology lover, an environmentalist, an ex-South African oil industry senior technical project manager turned anti-fossil fuels activist - that has been successfully fighting proposed onshore and offshore oil and gas drilling projects in the Algarve (south of Portugal) for the past 5 years. I have been following your clean energy projects for years, and am fascinated and awestruck by your SolarCity, Tesla, Open AI and SpaceX projects, so it is understandable that in view of your latest planned expansion into Europe that I personally would love to see your Tesla Giga Factory located within Portuguese borders. I truly believe that Portugal offers a perfect choice of locations for your proposed new Tesla Giga-factory - in fact you are spoiled for choices – personally, I recommend that you assess both the Alentejo and the Algarve regions before reaching a decision. But there are many more reasons than just location, as to why Portugal is the perfect choice in my humble opinion. Here are some of them: Portugal features several world-class seaports with extensive experience and infrastructure to export cars to Europe and elsewhere, as well as international airports in Lisbon (central), Porto (north), Faro (Algarve) and Beja (Alentejo). Opportunity for Tesla to supplement the Portuguese electricity grid. About 50% electricity consumption in Portugal comes from renewable sources. Tesla will be well positioned to resell or to stock hold extra capacity in the national grid. It has a mature automotive supply chain, which according to the Car Manufacturers Association of Portugal (AFIA) in 2015 had over 200 active automotive part suppliers in Portugal, from plastic mold manufacturers to electronics and cabling, led by companies such as Continental, Delphi, Visteon, Renault, Nissan and Bosch. The Algarve sunny weather offers over 300 days of sunshine per year. This means that our country and the Algarve region specially, is one of the best locations for solar energy generation in the entire European Union – one of the key selection criteria for the Tesla Giga factory. Regarding manpower resources, Portugal has extensive technical skills and competencies, with over 20.000 engineering and science graduates/year, and over 100.000 students in professional trades training schools, not to mention that it also has the cheapest labour costs in Western Europe. Portugal has an especially good and business friendly environment for large innovation projects. In fact, the Portuguese government is keen to transform Portugal into a high-tech heaven for startups and high-tech companies and is busy implementing farsighted policies such as those required to support the development of self-driving cars, drones and robotics. Portugal also has the 5th biggest lithium reserves in the World and is the leader producing country in the EU according to United States Geological Survey research published in 2015. Resulting that as Europe’s biggest producer –  Tesla can rely on a speedy and continuous supply of critical raw materials. The above list is not exhaustive, I invite you to ask any questions or to request further information which we will gladly provide. We invite you and your team to engage with us, and with other think alike colleagues spread all over Portugal that are as excited as I am about your projects. Finally, I want you to know that should your decision be favourable to Portugal, and you do decide to located Tesla’s Giga Factory here in our country, that it will greatly assist us in our fight against the old fossil fuel industry and its pursue to turn Portugal into a polluting oil and gas country at this dying stage of the fossil fuel industry. Another great motivation, in my opinion. As an anti-fossil fuels activist, concerned grandmother and nature lover- supported by all that have co-signed this open letter to you - I believe that we all have a joint responsibility to preserve our planet for future generations, and that locating Tesla’s Giga Factory in Portugal will greatly assist in reaching our goals. We Demand that the EU Investigates oil exploration contracts in Portugal

Why do we Demand that the EC Conducts an Investigation into the Contracts Awarded by the Portuguese Government to Repsol and Partex for the Lagosta and Lagostim Concessions Late in July 2015 the Portuguese government published for the first time the concession contracts awarded for the exploration of offshore oil and gas in the Algarve Basin to the consortium Repsol/ Partex. ASMAA’s had the contracts analyzed by legal experts.  After extensive discussions with the various legal advisers, we are of the opinion that there are grounds to request an investigation. This investigation is aimed at ascertaining and verifying if the contracts as they currently stand were not drafted as they are, with the intent to circumvent European laws and guidelines. As a result, we will be submitting a written request to the Directorate of Energy in the European Union to investigate the contracts for any breaches. In addition the Portuguese government is at fault by failing to transpose on 19 July 2015 into Portuguese law the European Directive for Offshore Oil & Gas Safety Directive (Directive 2013/30/EU. O Algarve Diz NAO ao Fracking / Algarve Says NO to Fracking

Caros amigos do Algarve O Algarve é conhecido pela sua grande beleza, beleza esta que está agora em risco de ser destruída. O Algarve é sem duvida uma zona pobre de água, e é uma região ecologicamente sensível que está agora sob ameaça de ser devastada por operações de mineração para extrair gás natural através de uma técnica controversa chamado de fraturamento hidráulico ou "fracking" ou através de outras tecnologias não convencionais. Durante o processo de fracking, milhões de litros de água, areia e diversos produtos químicos - a maioria dos quais são tóxicos, carcinogic bem como teratogénico (que incluem benzeno, tolueno, etilbenzeno, xileno, etileno glicol (anti-congelante), o combustível diesel, naftaleno (bola para a traça) compostos , ácido bórico, arsénico, hidrocarbonetos orgânicos poli nucleares, apenas para citar alguns dos 600 e tantos produtos químicos utilizados) - são bombeados nos furos com água a alta pressão para liberar o gás natural (chamado gás de xisto) preso em camadas de rocha no subsolo. Nos EUA, onde fracking tem sido amplamente utilizado, tem havido centenas de casos documentados deste processo, que resultou em: poluição catastrófica da água potável; poluição do ar; aumento da actividade sísmica, resultando em terremotos; impactos gerais na saúde de seres humanos e animais; e uma grande degradação ambiental. Agora, a Portfuel (que anda aparentemente à procura de parceiros internacionais e locais) está a preparar-se para explorar dezenas de milhares de quilómetros quadrados de terra no Algarve para exploração de gás natural atravez de tecnologias de fracking. Em toda a região do Algarve já temos regularmente uma ameaça de falta de água e não se justifica por em risco as nossas fontes de agua potável devido aos riscos dessa agua ser desperdiçada ou contaminada pelo processo de fracking que, uma vez em plena produção, vai envolver dezenas de milhares de furos, e milhões de litros de água por cada furo. Neste momento há já uma onda crescente de oposição ao uso de fracking no Algarve, liderado por muitas empresas, agricultores, organizações ambientalistas e de direitos humanos, investidores, turistas, estrangeiros residentes e cidadãos comuns. Se está preocupado com os impactos que este género de exploração de gás natural no nosso país vai trazer para a sua região, por favor junte a sua voz a nossa adicionando o seu nome na petição. Texto da petição Nós, os abaixo-assinados: Chamamos ao governo nacional, provincial e municipal para instituir um moratório sobre toda a exploração em terra, e toda a exploração de gás natural em Portugal, especialmente qualquer operação que envolva o processo de fraturamento hidráulico, pelo menos até avaliações abrangentes e independentes terem sido feitas. During fracking millions of liters of water, sand and numerous chemicals most of which are toxic, carcinogenic as well as teratogenic (they include benzene, toluene, ethyl benzene, xylene, ethylene glycol (antifreeze), diesel fuel, naphthalene (moth ball) compounds, boric acid, arsenic, poly nuclear organic hydrocarbons, only to name a few of 600-odd chemicals used), are pumped into boreholes at high pressure to release natural gas (called shale gas) trapped in layers of underground rock. In the USA, where fracking has been used extensively, there have been hundreds of documented cases of this process resulting in: catastrophic drinking water pollution; air pollution; increased seismic activity resulting in earthquakes; health concerns for humans and animals; and general environmental degradation. Right now, Portfuel (which is apparently looking for international and local partners) is preparing to explore hundreds of square kilometers of land in the Algarve for natural gas exploration by fracking. Most of the area under threat is already extremely water-stressed and cannot afford any water to be either wasted or contaminated by the fracking process which, once in full production, may involve hundreds of boreholes and millions of liters of water per borehole. There is a growing groundswell of opposition to the use of fracking in the Algarve lead by a broad coalition of local businesses, farmers, environmental organizations, tourists, investors, as well as ordinary citizens and expat residents. If you are concerned about the likely environmental and health impacts of natural gas exploitation in our country, please join us in adding your name to the following petition. The Petition Letter We, the undersigned: Call on national, provincial and municipal government to institute a moratorium on all on-shore exploration and exploitation of natural gas in Portugal, especially any operations involving hydraulic fracturing, at least until comprehensive, independent, scientific assessments can guarantee that such exploration and exploitation activities will not lead to detrimental environmental or health effects and until independent and efficient measures are in place to monitor all shale gas exploration and exploitation. Uma carta aberta dos jovens a todos os líderes portugueses Nós, os jovens de Portugal, bem como Luso-descendentes espalhados por todo o mundo, apoiados por muitos dos nossos amigos nos países em que vivemos, vimos juntar as nossas vozes à campanha da ASMAA "Oilgarve - Algarve diz não ao Petróleo e ao Gás " e pedir-vos que parem a insana exploração de combustíveis fósseis que está a iniciar-se a sério em Portugal - um país que amamos, onde vivemos ou visitamos com as nossas famílias, durante os períodos de férias. A nossa geração será a mais afectada pelas vossas acções – tanto as concretizadas no passado como as que pretendem realizar futuramente – prejudicarão a minha vida e a dos meus amigos se continuarem nessa vossa busca gananciosa e inabalável de petróleo e gás. Nós, jovens de Portugal, assim como os do resto do mundo, encontramo-nos, ainda, sem podermos votar, nem dinheiro para pagarmos lobistas poderosos, como as grandes corporações e as elites fazem em Portugal e com isso influenciarem as vossas acções apenas em seu próprio benefício. Our generation will be the most affected by your actions - these actions that you have taken in the past and the actions that you will take in the future - but which affects me and the rest of my peers as you continue in the same unabated pursuit of oil and gas in this era of enlightenment. The youth of Portugal just like the youth of the rest of the world find ourselves without the ability to vote yet, and without the money to pay powerful lobbyists like big corporations and the elites do in Portugal, so that we can also influence your actions just like they do. Although we lack the normal resources that these powerful interests use to look after their own interests we believe that this petition will add our voice to the voices of all of these that care enough about us and our future; these that care about our environment, and these that care about the sustainability of our planet. Together we are asking that you stop the fossil fuel exploration madness in the offshores and onshores of Portugal, from north to south. We the youth of Portugal as well as the thousands of Lusa-descendants spread all over the world, supported by the youth of other countries, by signing this petition demand the following: A safe future: We demand that our government adopt renewable energy and energy efficiency targets that will reduce global carbon emissions. Equitable distribution of energy: We demand that all people, in all regions, have access to renewable energy and energy efficiency technology. An end to subsidy money for fossil fuel corporations: Oil and coal companies are among the richest corporations on the planet, richer than many countries combined. They do NOT need government money and it makes it unfair for solar and wind and other renewable energy companies to compete. A stop of all oil and gas exploration - both onshore as well as offshore in Portugal. The window for action is narrowing while the impacts of a changing climate are intensifying. We, the youth of Portugal on our behalf and on behalf of all of the global youth, do hereby call upon you, our Portuguese leaders, to “lead as if our future matters” - by setting us on the path to sustainability, a path built by green jobs, and a path filled with clean air, clean water, clean beaches, clean oceans and intact ecosystems for generations to come. You have been relying on fossil fuels for over a century but now is the time for change. For every year that we wait, for every hour that we stall, the future and survival of the youngest generations - and that of generations to come - is jeopardized.
