Mr President, Please Publish Federal Rule Save”The Horses” From “Big Lick” Animal Cruelty

“We, The People” respectfully petition you to please instruct Secretary of Agriculture,  Mr. “Sonny” Perdue, and OMB Director,  Mr. Mark Mulvaney,  to expeditiously review and publish the Federal Rule in the Federal Register to remove the “Pads and Chains” from Tennessee Walking Horses.  This will eliminate 50 years of corruption and Animal Cruelty to Tennessee Walking Horses! CCABLAC (Citizens Campaign Against “Big Lick” Animal Cruelty) grassroots advocates are largely Southerners who voted for you, but more importantly,  they “Speak FOR ‘The Horses Who Cannot Speak For Themselves”.   These are animal welfare advocates, not animal rights” people.   Many of them eat bacon, steak and hunt wild game.  We are not against Horse Shows featuring flat shod natural Tennessee Walking Horses. According to famous Tennessean newspaper Sportswriter Mr. David Climer,  “Big Lick” Animal Cruelty to Tennessee Walking Horses is akin to “Dog Fighting” and “Cock Fighting”.  For years, many of those involved in the Tennessee walking horse industry have yearned for its competitions to be taken seriously as a legitimate sport.  Blood sport, yes. Legitimate sport,  no.   Sorry, but I’m calling horse excrement. Soring is still in common practice, and everybody knows it.” Native Tennessean MTSU (Middle Tennessee State University) Horse Science Professor Equine Vet Dr. John Haffner says:  "the “Big Lick” is a business built on the suffering and pain of horses. The fact is the big lick can only be accomplished by soring.   When one soring technique becomes detectable, another one is developed. The big lick is a learned response to pain and if horses have not been sored, they do not learn it.” CCABLAC animal welfare advocates have peacefully publicly demonstrated against this Animal Cruelty from the Gulf of Mexico at Panama City Beach, FL;   to the Blue Ridge Mountains of Asheville, NC;  to Nashville, Columbia & Shelbyville, Tennessee;  to Times Square in your New York City;  to the Nation’s Capitol in Washington, D.C. Videos taken by CCABLAC animal welfare advocates at “Big Lick” Tennessee Walking Horse Shows have reached over 7+ million persons.  The Tennessee public has responded to calls to “BOYCOTT” the “Big Lick” Animal Cruelty. The Federal Rule has unprecedented Bi-Partisan support.  The lead Sponsor is Tea Party Republican Rep. Ted Yoho, DVM (R-FL) who is a large animal vet.   The other lead sponsor is Blue Dog Democrat Rep. Kurt Schrader, DVM (D-OR), also a large animal vet.    The Federal Rule was proposed on July 26, 2016.   Over 135,000 public comments were made, and 95% favored publication of the Rule in the Federal Register.   Over 182 U. S. Representatives wrote a letter  to the Secretary of Agriculture  on October 25, 2016, “strongly” urging  U. S. Secretary of Agriculture Tom Vilsack to “expeditiously finalize” the Rule (to abolish ‘Big Lick’ Animal Cruelty). The American Veterinary Medical Association and the American Horse Council have strongly endorsed the proposed Federal Rule.  They know the score. Mr. President,  key persons in the Republican establishment have been bought and paid for where this issue is concerned.   Former House Speaker John Boehner (R-OH) blocked a vote on this in 2014.    Unfortunately,  Senate Majority Leader Mitch McConnell has taken over $750,000.00 from the “Big Lick” Animal Cruelty interests since 1988.  He will not let this measure be voted upon by the U. S. Senate. Mr. President, please do the right thing to help “The Horses” who cannot speak for themselves”  To do so,  you will have to go against some key members of the Republican Establishment, but by doing so, you will win over many people who have doubted you. It is what you promised when you ran for President, and said yesterday in your Inaugural Address:   “The establishment protected itself but not the citizens of our country. Their victories have not been your victories. Their triumphs have not been your triumphs. And while they celebrated in our nation’s capital,  there was little to celebrate for struggling families all across our land. That all changes starting right here and right now. Because this moment is your moment. It belongs to you.” Mr. President,  “the establishment” will not protect “The Horses” who cannot speak for themselves.  This is a marvelous opportunity for you to "Make America Great Again" by taking the side of these magnificent horses who cannot speak for themselves. Cancel and Boycott “Big Lick” Tennessee Walking Classes - North Carolina Championship Show

Please SIGN this Petition to STOP “Big Lick” Animal Cruelty to beautiful Tennessee Walking Horses. Asheville and Fletcher, North Carolina, are two progessive beautiful cities located in Western North Carolina.  Both are known for gentle tolerance, enlightenment and kindness. Unfortunately,  these two cities are hosting the three day “Big Lick” North Carolina Championship Walking Horse Show, Oct. 6 – 8.    Sadly, the horse show will feature “Big Lick” Animal Cruelty to Tennessee Walking Horses.     Tennessee Walking Horses are tortured from an early age to learn how to do the “Big Lick”.   It is a pain induced gait. The horses throw their legs high while wearing Chains and 6 – 8 pound stack shoes.   Caustic chemicals are applied to sensitive skin above the horses hooves, and then wrapped with plastic to “cook in” the chemicals which causes the skin to be blistered.   When the chains hit the skin,  the horses throw their front legs high while squatting down on their back legs – creating the cruel “Big Lick”.  “Big Lick” TWH are the only horses in America which wear Chains in the show ring.    According to Tennessean and Noted Equine Vet Dr. John Haffner,   the "Big Lick" is a "business built on the suffering and pain of horses".   Dr. Haffner is a member of the Horse Science Faculty at MTSU (Middle Tennessee State University) in Murfreesboro, TN. Even worse, the horse show will be held at the McGough Arena at the Western North Carolina Agriculture Center owned by the State of North Carolina.  Of 83 total horse classes  45 will feature the “Big Lick” gait. In March 2015,   the North Carolina Commissioner of Agriculture banned “Big Lick” Tennessee Walking Horses from the 2015 NC State Fair.  This action came after a Change.Org Petition gained almost 20,000 signatures, and a public Protest was held at the 2014 NC State Fair. At the 2015 North Carolina Championship Horse Show,   USDA Vet inspectors disqualified a shocking 35% of all the “Big Lick” Tennessee Walking Horses they inspected for allegedly being in violation of the Horse Protection Act (Animal Cruelty). On July 25, 2016,  the U. S. Secretary of Agriculture took action and opened a Public Comment period to make the “Big Lick” illegal by removing the “Pads and Chains”, consequently abolishing the “Big Lick” Animal Cruelty.  So far over 81% of the “Public Comments” favor the Federal Regulation to the Horse Protection Act.  The Regulation can be made official after October 26, 2016. It’s time for Americans,  and people all over the World,  to urge the General Manager of the Western North Carolina Agricultural Center;  North Carolina Chief Deputy Commissioner of Agriculture;  and the Mayor of Fletcher, North Carolina to ban the “Big Lick” Tennessee Walking Horse classes, and to urge the public  to Boycott “Big Lick” Animal Cruelty. Ban Cruel Carriage Rides in Philadelphia

Philadelphia is a city rich in history, diversity, culture, art, cuisine and architecture. Being the fifth largest metropolitan area in the United States, it attracts visitors from all over the world.  Where else can you see the Liberty Bell, tour Independence Hall, marvel at the Art Museum, delight in Boat House Row, dance with the Mummers, or follow in Rocky's footsteps?  The "City of Brotherly Love" has so much to offer to its residents and tourists, that a carriage ride is a completely outdated and unnecessary activity.           Animals are not ours to abuse for monetary gain.  They exist for their own reasons and feel pain just like we do.  The horses that spend their lives in slavery, pulling people around the dangerous streets of our city, deserve better.  Their living conditions and daily routines are extremely unnatural and horrific.   The following comes from http://www.peta.org/issues/animals-in-entertainment/horse-drawn-carriages/.... Forcing horses to pull oversized loads isn’t romantic—it’s cruel. Horses are forced to toil in all weather extremes, dodge traffic, and pound the pavement all day long. These gentle animals suffer from respiratory ailments because they breathe in exhaust fumes, and they develop debilitating leg problems from walking on hard surfaces. In some cases, horses have even dropped dead from heatstroke after working in scorching summer heat and humidity. Horses are extremely sensitive to loud noises and unexpected sounds—and busy city streets have plenty of both. Horses and people have been seriously hurt—with some injuries resulting in fatalities—when horses have become spooked and run amok. There have also been countless incidents in which carriages have been hit by impatient or careless drivers. Accidents have occurred in nearly every city where carriage rides are allowed.      Please end carriage rides in Philadelphia once and for all.  It's unsafe, cruel, outdated, and sets a poor example to our youth.  The horses live a terrible life parked like cars in a garage at night, then most are sent to slaughterhouses once retired.  Let's show other cities what it means to stand up for those in need.  All beings deserve love and compassion!  Please share far and wide! People across the country are uniting to stop carriage rides in their cities.
