Make Texting and Driving in Florida an Illegal PRIMARY Offense

Currently, Floridians can text and drive at will, even while next to a police car, as long as they do not break any other laws.   In other words, if a police officer sees someone driving down the road with two hands on the keyboard, the officer CANNOT pull that person over.  This happens on a daily basis throughout the entire state. You see, in Florida, texting and driving is only a secondary offense.  In other words, you can only be pulled over for texting and driving if you are seen by a police officer for violating another statute that is a 'primary offense', e.g. reckless driving, failure to come to a complete stop at a traffic light, etc.   It is time for the legislature of Florida to recognize texting and driving for what it is: EXTREMELY DANGEROUS.
