These relationships were undoubtedly formed in the spirit of friendship and for your mutual benefit, business links, trade, etc. And, while these cities would have expected to learn about the differences in cultural practices of the Busan citizens, we feel confident that these cities would have hesitated to form such a Sister City relationship had your city known about the aberrant and cruel practices routinely carried out in the dog and cat meat trades in Busan and all over South Korea. Lucrative but illegal trades which carry on unchallenged: with no enforcement of the laws and no punishment for those violating them. South Korea is the home to global companies, such as Hyundai, Kia, Samsung, LG, Daewoo, SK, and POSCO, which is why it is so shocking that an estimated 2.5 million dogs are tortured and slaughtered every year within South Korea because of the greed of dog eaters and the dog meat industry; while the majority of those Koreans, who don’t participate in this offensive trade, show a profound indifference by doing nothing at all to stop it. We know how loyal and faithful our dogs across the world are. We all ask a lot of them - they serve us in innumerable ways: farm work, war work, police, and guard duties, search and rescue, help for the disabled, guiding and guardianship, and, of course, as our loving and trusting companions. Dogs were first domesticated many thousands of years ago, and so much do they want to be part of our ‘human’ family that they have learned to understand our gestures and language - the language of another species, which shows remarkable willingness and intelligence. In Busan, there are countless dog farms, slaughterhouses, markets, and restaurants where the dogs, who are tortured their entire lives, end up being slaughtered in the most inhumane ways, such as by electrocution, hanging or beating; and then thrown into boiling water – sometimes while they are still alive. In many places, dogs are being killed in full view of other terrified, caged dogs; and this takes place in public and broad daylight. In addition, many abandoned and stolen former pets end up in this industry and are subject to the same cruelty. Please urge Busan Mayor Park Heong-Joon that Los Angeles, Chicago, and Montréal (Canada) and their citizens demand Busan that they issue an official document mandating that the following existing Korean laws be enforced by its government officials, police, and judges: Unauthorized processing of food waste fed to dogs in the meat trade violates the Wastes Control Act, Article 15-2, Article 25, Section 3. Suppliers of food waste and transporters of food waste to dog meat farms are violating this regulation. Food waste fed to dogs in the dog meat trade violates the Control of Livestock and Fish Feed Act, Article 14, Section 1 & 2. The unauthorized collection of food waste and the act of feeding it to dogs in the meat trade violates this regulation. Excrement and resulting environmental damage produced as a by-product of the illegal dog meat farm violate the Management and Use of Livestock Excreta Act Article 11. The excrement produced at dog meat farms causes environmental damage to the immediate and surrounding area. The act of slaughtering dogs for human consumption violates the Animal Protection Act Article 8, Section 1, Clause 4. The act of slaughtering a dog without a justifiable ground – such as out of necessity for veterinary treatment or in circumstances of immediate threat, harm, or damage to human life or property- is a violation. The slaughter of dogs by electrocution violates the Animal Protection Act, Article 8, Section 1, Clause 1. Inflicting injury or death to any animal by the following means: battery by tools, exposure to drugs, exposure to extreme heat or fire, electrocution, and drowning is subject to legal punishment. Therefore, the routine slaughter of dogs by butchers and farmers by these methods violates the Act. Further, electrocution as a method of slaughter is internationally recognized as an inherently cruel method of slaughter and banned globally. The slaughter of dogs from an unauthorized slaughterhouse violates Livestock Products Sanitary Control Act, Article 7 Section 1. The Livestock Products Sanitary Control Act states that dogs are officially recognized and classified as “animals” that are “prohibited from being slaughtered and distributed as food for human consumption.” Therefore, those vendors operating dog slaughterhouses are operating outside of the parameters of the law. The slaughter of dogs for consumption violates the Animal Protection Act, Article 10. The Act intends to ensure that no animal is slaughtered in a cruel or revolting manner, and shall be free from unnecessary pain, fear, or stress during the process of slaughter. Therefore, the only humane way of slaughtering dogs would be by euthanasia (lethal injection). All currently practiced slaughter methods by butchers, farmers, and traders exclude euthanasia as a method of slaughter; therefore, they are all in breach of this Act. This is also a violation of the Livestock Products Sanitary Control Act Article 7 Section 1 Clause 2. According to the Livestock Products Sanitary Control Act, the slaughter of animals for their consumption is allowed only for the livestock animals that are publically announced as classification of livestock in the Livestock Products Sanitary Control Act and dogs are not classified here. The display and sale of dog carcasses in traditional outdoor markets violate the Food Sanitation Act, Article 4, 5. Violation of laws banning the sale of harmful food due to the contamination from the unsanitary and illegal slaughter of the animal and display of the dog carcass. For example, dog carcasses are routinely contaminated by microorganisms that cause human diseases and food poisoning, leading to severe and life-threatening health complications. There are also strict laws that ban the sale of meat from sick animals; because there is no quality control or proper monitoring of slaughter practices in the dog meat trade, violation of these laws is likely happening routinely. Dog meat restaurants’ sale of dog meat soup made with dog carcasses from an unknown source violates the Food Sanitation Act Article 44 Section 1 Clause 1. Uninspected livestock products must not be transported, stored, displayed, sold, or used to manufacture or process food for human consumption. Save Cats from Euthanasia: Ban Breeding Manx Cats
Breeders continuously try to produce tailless Manx cats, causing genetic abnormalities that can result in severe pain, damage of the nerves and spinal cord, as well as problems with digestion, bladder, bowels, and coordination. 30% of kittens of this breed are born with this condition and are often put to death. This condition has no treatment or cure. The Council of Europe's Convention for the Protection of Pet Animals recommends banning Manx cats along with other breeds which are prone to genetic abnormalities. This recommendation had already been adopted by some European Union countries, such as Germany. We urge the United States as well as other countries to adopt this law, to save kittens from euthanasia. Manx cats born with these genetic issues - also known as Manx syndrome - aren't able to walk properly, moving with an odd hop rather than a normal walk. This is caused by the shortage of the spinal cord, causing the rump to be higher up than the shoulders, and the back legs to be longer than the the front legs. Without proper legislation, breeders will continue to push these cat breeds, which are known to be 'unique' or 'cute', but in reality are often born with abnormalities that cause them to be put to death or suffer in extreme pain. Tell Maui It's NOT OK To Kill Cats By Starvation
Nothing says "Aloha" like animal cruelty. For years local volunteers and animal welfare organization have at no cost to the public humanely controlled the community cat population by TNR (trap neuter return). Now a new bill 6.04.041introduced by Rikki Hokama intends to make colony management a crime and promotes cruel starvation of these animals as the accepted method of population reduction. Please find the bill at the end of this petition along with contact information of the people It is URGENT you call to stop this unacceptable animal abuse. These colonies have been successfully managed for years scientifically reducing cat population in paradise by internationally accepted humane methods. Feeding bans are archaic and have been tried elsewhere. There is not one example where they have been successful. We challenge Maui legislature to present us with one working example.They are a waste of taxpayers dollars and reduce the positive impact of TNR efforts. If their concerns are sick/diseased animals surely without the care they get in managed colonies they will become sick from neglect. With no more vaccines flea control or vet care all available to these animals now there will be diseased debilitated animals or dead bodies rotting in public places. Toxoplasmosis one of the concerns based on flawed research is not only spread by cats but other animals like pigs and mongoose.There is no evidence any seal ever caught anything from a cat. With the extremely bad feral pig problem on Maui it is just as possible a monk seal caught toxoplasmosis from a pig being slaughtered upstream and filth washing off contaminated land or dead pigs into the ocean. It is more likely man and industrialization has been the culprit here. There is no evidence any seal ever caught anything from a cat. This bill has largely been kept under wraps. There were no public notices and they timed it in the middle of coronavirus lockdown when the community is planning reopening not looking for animal welfare issues. With reopening imminent visitors who support Maui who are used to state of the art no kill acceptable humane methods of controlling cat population will be shocked and appalled at this violation of animal cruelty laws. The couple left their home because the pandemic and lockdown left them financially ruined, so they were forced to move back to Cà Mau to be with family. They were unemployed and unable to work or make any income for 4 months due to the covid lockdown. They were able to get by by sharing a bowl of rice together, but managed to feed their beloved 16 pets. The couple was left with no other choice but to leave back home and didn’t want to leave the animals behind because they considered the animals their family. They drove about 300 kilometers to get to Cà Mau, and as soon as they got there, authorities tested the husband positive for Covid, so the couple had to be quarantined. The pets were then sent to their family members to be taken care of. Some doctor told authorities that the animals could possibly carry and transmit the covid virus to humans, so she ordered authorities kill them. Right now several users have messaged saying they put the dogs in bags, bludgeoned, beat, and burned the 16 pets. What a cruel and evil doctor… Speechless. Please share and sign this petition to help bring some form of justice and awareness to the couple: Demand a formal written apology and statement from the officials, doctor and any other authorities involved. Demand justice to punish the doctor and have her license removed as anyone else that took place in this tragedy. Award and pay the couple and their family for the damages of kidnapping, brutally torturing, murdering, and taking 16 innocent souls from their family. Declare and make a new rules, protocols and guidelines on how the treatment of animals and pets should be handled when it comes to covid protocols. The protocols and guidelines should be announced publicly to all doctors, health care workers and authorities that no animals or pets will be harmed or killed moving forward. Animals should be cared for in a facility and quarantined. Some form of punishment and jail time should be made to anyone caught mistreating animals moving forward. Los Angeles County Animal Care And Control has discontinued OPEN ACCESS to all adoptable animals in their care despite rollbacks of Covid-19 restrictions. Director Marcia Mayeda has decided to permanently limit access of tax-paying Californians to our neighborhood animal pounds by forcing residents to use the Internet to find a pound animal they wish to adopt. Then, potential adopters must set an appointment (Government Identification Required) to preview animals.Public Information Officer Don Belton of Los Angeles County Animal Care And Control stated, "All of our animals are listed and posted on our website, available for viewing and inquiry by the public." He continued, "Based on this information and the benefit to the health and well being of the animals, we are continuing with the appointment-based system."
