Petition to 青森県十和田市長 小山田久様

未来に遺したい日本の精神。 新渡戸記念館を廃館・取り壊しにしないで!

青森県十和田市にある新渡戸記念館は、日本を代表する国際人 新渡戸稲造の遺品と、その父祖が行った開拓の歴史を展示する博物館です。「武士道」(BUSHIDO-The Soul of Japan-)の著者で、ユネスコの生みの親でもある稲造の意志により創設され、今年で90周年を迎えます。 ところが、市が今年はじめに行った(設計図書なしでの)「耐震診断」の結果、「コンクリート強度不足により、補強も出来ない」と診断され、資料の保存活用のための代替施設も示さないまま、6月の議会で、廃館・取り壊しが決定されました。 しかし、建築の専門家の先生方は、この「耐震診断」について疑問を提示され、低層で窓も少なく、小さな箱型の鉄筋コンクリート建築で「補強は可能」、新たに見つかった設計図面を用いて再診断を行って検討するのが適切とおっしゃられています。また、建物は、近代建築の大家東大名誉教授・生田勉氏の建築作品であり、地域資源としても貴重、保存活用について考えてほしいとの声が寄せられました。 館内に収蔵されている資料は、市の指定文化財となっている貴重なものです。このように性急、拙速な対応によって危機的状況に陥った資料を護るため、市民有志は、文化財保護の専門家の指導の下、文化財レスキュー(救出)活動を5月より自主的に行っています。 一方、市民や博物館関係者が再三にわたり、建物や文化財に対する理解を求めてきたにもかわらず、このような結果になったため、資料の所有者である新渡戸家は、記念館の廃館・取り壊し決定に対する差し止めと、設計図書に基づいた耐震診断の再調査を求めて、やむを得ず青森地裁に提訴しました。 7月1日からは、十和田市によって、カットされたインフラは募金で賄われ、市民有志が文化財保護の活動と新渡戸記念館の博物館活動をボランティアで継続しています。 全国の皆様、新渡戸稲造の精神と三本木原(十和田市)の歴史を伝える新渡戸記念館の廃館・取り壊しを、十和田市に撤回させるため、どうかお力を貸してください。是非、ご署名をお願い致します。 新渡戸記念館をまもる会(save the towada) FB:https://www.facebook.com/pages/Save-The-Towada/#!/pages/Save-The-Towada/354981788022090  HP: www.nitobe.jp The Nitobe Memorial Museum in Towada City, Aomori is a museum that exhibits the works of Inazo Nitobe, a world citizen and representative of Japan, and the pioneer history of his ancestors. This year marks the 90th anniversary of the establishment of the museum's original library by Inazo Nitobe, author of “Bushido: The Soul of Japan” and forefather of the world heritage organization UNESCO. However, as a result of an “earthquake diagnosis” carried out (without consulting any blueprint) by the city, it was determined that “due to instabilities in the concrete, the building cannot be reinforced,” and in June 2015 the city moved to close and demolish the building without providing any replacement for its library, exhibits, and materials. Architecture experts have pointed out a number of issues with this “earthquake diagnosis” and believe it is possible to reinforce the building, due to its small size and lack of large windows. With a reference blueprint they recently discovered, they believe it is appropriate to conduct a new investigation. The building’s architecture was designed by the well-known University of Tokyo professor emeritus Ikuta Tsutomu, and many would like to see it preserved as a local resource. The materials currently held in the museum include important historical artifacts designated by the city as cultural assets. In order to protect the materials from this hasty, slipshod closure by the city, citizen volunteers, with guidance from experts in cultural preservation, have been conducting unpaid rescue work since May 2015. Regardless of the repeated petitions by citizens and museum workers seeking an understanding of the value of the architecture and cultural assets, things have arrived a standstill. The Nitobe family in charge of the material has sought an injunction from the Aomori District Court to prevent the museum from being demolished and reinvestigate its earthquake preparedness based on the newly discovered blueprints. The museum has been seeking donations to restore the infrastructure cut off by the city on July 1, and the museum and its properties have been maintained by local volunteers. We are asking for help to make the city step down, and prevent the demolition of the Nitobe Memorial Museum which preserves the spirit of Inazo Nitobe and the history of Towada City. http://ohisama-mamoru.org/  私たちは都会の真ん中にある幼稚園です。 5分も歩けば市役所や県庁があり、周辺はビルが建ち並んでいます。でも、 そのビル群が建つ67年前から幼稚園はあり、 約50年前から保育所並みの預かり保育を続けています。 小さな猫のひたいのような園庭ですが、 子どもたちは外遊びが大好きです!おひさまの光を浴びて、 土を触ったり遊具で遊んだり。幼稚園の子どもたちにとって、 かけがえのない園庭。そして放課後、 学校から帰ってきた学童の小学生にとっても大切な園庭です!  でも、幼稚園南隣のプレサンスコーポレーション・15階建マンション建設計画により、 子どもたちが幼稚園で過ごす時間が、ずっと日陰になってしまいます ! 施設や敷地に日の光が入らない➡日陰になる➡いつも暗くジメジメ・気温が低い➡不衛生になる・うつ状態になりやすくなる・外遊びができない・庭の草木も育たない・夏の水遊びや泥んこ遊びもできない等 高い建物が建つ➡ビル風が常に吹く➡砂埃が舞い上がる➡目や鼻・喉の気管支や粘膜に影響・寒い・外遊びができなくなる等 高い塀のような建物が立ち塞がる➡圧迫感➡いつも上から園庭を見られている➡のびのび外遊びできない また、幼稚園の西側にも建設予定があります。条例さえあれば・・ こうなると園庭だけでなく園舎の中まで暗く、陽の光や風も入らなくなってしまいます! 子どもたちのおひさまを守る活動を通して、私たちの幼稚園と同じような思いや闘いをしている、保育園・幼稚園や養護学校などがたくさんあることを知りました。それらの場所は、子どもたちが毎日長い時間を過ごし、育っていく大切な生活の場なのです。  幼稚園や保育園、養護学校などの教育施設の周辺に、施設の日照を遮り生活環境を悪化させるような建築物を建ててはならない!という条例さえあれば、同じような問題は起こらないはずです! 今の子どもたちだけでなく、次の世代の子どもたちも通う幼稚園や保育園、そして養護学校、学童保育などの生活環境を守るための条例つくりに、どうかご協力をお願いいたします! 何度も同じ問題がくりかえされないように・・   Please help us stand up against high-rise buildings jeopardizing our children’s schools!! We are a small, but historical kindergarten that exists in the middle of the city of Nagoya. Surrounding the school are Nagoya’s city hall, prefectural government offices and many buildings all within a 5-minute walk. Even before these buildings were build, the Nagoya Kyokai Kindergarten has been around. In addition to being build over 65 years ago, the school has benefited the community by offering working parents after school care for over 50 years. Despite of the size of our small school yard, the children love playing outside! In the middle of a busy city it is vitally important that they enjoy sunlight, feel the earth, and simply play outside! It is an invaluable space for the children.And this school yard is very important for the children from the after-school program that spend their afternoon there. However, our school and the entire yard will be forced to be in the shade once a high-rise apartment is built on the south side! The city of Nagoya has been busy building high-rise apartments and hotels in preparation for the Tokyo Olympics in 2020 and in anticipation of a new high-speed maglev train that will be run between Tokyo and Nagoya. But do buildings really need to be built even if that means they will sacrifice the environment that the children are in? The Mayor of Nagoya claims Nagoya as “Number one city in Japan that supports children,” but the new developments that come at the expense of our children seem to disagree. Back in March of 2016, there had been a plan to build a high-rise apartment in the same location by another corporation, but with the effort of petitions, signatures, and other activities, the plans were scrapped and the decision was made to not move forward with the new building.  However, only three short weeks later, the Pressance Corporation bought the same property. Despite knowing that our school is next to the property, the old building on that property is now in the process of demolition. This poses a risk to our children, as the neighboring building was old and brought a possible exposure to dangerous asbestos. Because of this, the school has been meeting at a different location until the demolition is done. Even after the children return to their kindergarten once the demolition is done, if a high-rise apartment is to be built, the environment for the children will significantly worsen. ​Significantly close property lines in our urban area would mean a very loud, shaky, and dusty construction period. And if a high-rise is built, the children will have a cold, dark, and moldy school and playground due to the lack of sunlight. We are also concerned of the lack of privacy by having a number of balconies and windows with anybody looking down onto their play area. We thought we secured the environment for the children that they deserve back in the Spring, but t​he same problem is about to happen! As we have started our “Protect the Sunlight for the Children” campaign, we have gotten to know many kindergartens, daycares, and special need schools that have faced the same kind of situation. ​Everyone we have talked to shares the same frustration and disappointment with the national and local government that are supposed to protect the children, but instead ​will do nothing. We believe this problem would not be repeated if there was a regulation that states “no buildings are to be built if they block the sunlight and worsen the environment of neighboring facilities such as schools and daycares.”

都立高校教員の不当な再任用拒否の撤回を! Withdraw the decision of denying Reappointment for the teacher!

English follows  今回、こちらで提起したいのは、高校教員の再任用制度(60歳で定年退職となる職員等が再任用を希望する場合、退職日の翌日から公的年金の報酬比例部分の支給開始年齢に達するまでの間、再任用することにより雇用と年金の接続を図るもの{http://www.jinji.go.jp/shougai-so-go-joho/work/qa.html})についてです。 経緯をご説明します。私たち(署名発起人)が大変お世話になった高校教員が、再任用の更新を希望したところ拒否されました。過去にすでに再任用教員として働いていた、にもかかわらずです。現在当該教員は、職を失い、この再任用拒否は不当として裁判を起こしています。 今回の再任用拒否根拠が、当該教員が以前再任用教員として働いていた高校の校長から「再任用には値しない」という主旨の書類が提出されたことにあります。その書類の内容は「平成26年4月~5月にかけて、頭髪指導徹底の指導方針が決まった際、当該教員は職員会議の中でこれをやめさせる趣旨で、校長を詰問するような口調で発言を行った。同時に頭髪指導徹底を推進していた生活指導部や学年主任にも食って掛かり、学校運営に重大な支障を生じさせた。」「教員としての業務に消極的であり、生徒のためにやろうとした取り組みをこどごとく否定した。」となっています。 その問題となった職員会議が行われた当時は、生徒の間でも頭髪指導に関して意見が二分していた問題でした。それに対して反対意見を述べることが拒否根拠になるということが到底理解できません。会議で反対意見を述べることが「学校運営に重大な支障を生じさせる」のでしょうか?むしろ、賛成、反対意見を通して「生徒にとって本当に良いこと」が導き出されるのではないのでしょうか。また、「詰問するような口調で」「生活指導部や学年主任にも食って掛かり」、これも校長から出された書類のみで判断されており、客観的な根拠に欠けます。 さらに、「教員としての業務に消極的であり、生徒のためにやろうとした取り組みをこどごとく否定した。」に関しては、まったくの見当外れであります。私たちを含め、多くの文系学生は当該教員に大変お世話になりました。具体的には「冬休みなどの長期休みに、ほぼ毎日受験に向けて個人的な指導」「論述問題などの添削、および指導」「不安ごとや、将来に関する相談」などです。これらは、授業時間以外に行われていたことであります。このような教員が「教員としての業務に消極的」かつ「生徒のためにやろうとした取り組みをことごとく否定する」教員であると言えるでしょうか?私は「違う」と思います。 この問題を通して、変えたいことを書きます。 1.当該教員の再任用拒否を撤回 2.会議で意見を述べることにより、不利が生じるという「物言えぬ学校」を作ることの阻止 です。 ご賛同いただける方は、署名にご協力ください。宜しくお願い致します。 お問い合わせは、ueno.high.graduates.official@gmail.comまでお願いします。 In this petition, we want to change two things, which are1. Withdraw the decision of denying Reappointment for the one high school teacher.2. Prevent from making the disadvantage who against the argue of the principal in the teacher`s conference. First, Let we explain about Japan's reappointment system for public school teacher.According to the National government officials lifelong design comprehensive information provision system (http://www.jinji.go.jp/shougai-so-go-joho/work/ ) reappointment is defined as "If an employee who retires at the age of 60 wishes to be reappointed, from the day after the retirement date until the age when he or she can get public pension, government hire he or she to make a connection between employment and pension." From now on, we explain the circumstances.A teacher who worked at Tokyo metropolitan high school where we were students requested reappointment to Tokyo Metropolitan Board of Education, but it denied because of one document which submitted by the school principal.The teacher who was denied to work as reappointment teacher, loose his job, and he sued Tokyo District Court for withdrawing the decision. The details of the document which became reasons for denying as follows,"From April 2014 to May 2014, when the guiding principles for student`s hair styles was decided, the teacher against school principal with strong tone to cancel this guiding principles in the teacher's conference. At the same time, he went at student counseling department and head of year. This made critical difficulty to manage school operations""He was negative for the activity as teacher. he denied all activity which are for students" At the time when the teacher's conference held, there were many discussions and arguments even within the students about guiding principles for student's hair styles. We just can't understand why arguing opposite statement to school principal became a reason for making critical difficulty to manage school operations. And it is recognized by only the document submitted by school principal that the teacher against with "strong tone, went at student counseling department and head of year", so there are no objective evidence. About "He was negative for the activity as teacher, he denied all activity which are for students". This is completely wrong from student's side. Including us, many students have a good reputations to the teacher because he did "personal lecture for students who will take university entrance exam almost every day during long break like winter break", "Correction the student's answer, teach" and "counseling with students about their future and worries like everything" during outside regular school hours. Can you say such teacher is "negative for the activity as teacher" and "deny all activity which are for students"?We DON'T think so. If you agree our petition, please help us.
