      Shoppers in Breckenridge may soon see a 10-cent fee on plastic and paper bags, as the town considers a policy that would implement the charge on disposable totes at all retailers. "The bags that exist at City Market today (would) continue to exist," Breckenridge Councilwoman Wendy Wolfe said of the proposed law.

But Dillon Valley Elementary students Elsa Bates, Anna Rose Craig, Jacob Brewer and Emilie McAtamney did the Continental Congress one better.

      It was easy to pick out the kindergarten class at Dillon Valley Elementary's assembly Feb. 11. Each student wore a headband with a cutout of a sea creature on it. Sharks, turtles, octopi and fish bobbed about as the children stood in a line in front of the student body and performed a song about the ocean.
