The past decade has seen a dramatic increase in the use of the filibuster and the Secret Hold. These Senate rules have been abused to stop ongoing Senate business in an apparent effort to create a self-fulfilling prophecy of dysfunctional government. Fix these broken rules as the first order of business with the new Congress.  If these rules are fixed, there will be better transparency in governance and a greater chance of the Senate fulfilling the will of the people.  This is an important step to address the serious business of the nation.
