This petition is extremely important to me. My Fiance Manuel Gonzalez #KB-6326 is currently incarcerated at SCI Smithfield. Having the pre-release program abolished will prevent him from qualifying for the program and being released on his qualifying date of February of 2013. Manuel has completed all but the out-patient drug and alcohol program that may be completed in either the institute or upon release. He has also maintain a positive work report while in the facility. His conduct and efforts in rehabilitation are what represents him as a great candidate for the program. As his fiance, I am aware that he needs to pay for his mistakes and am personally vouching for the change I see, hear and am proud to say he has made, on his views and directions on life. Abolishing the pre-release program will not only affect me and our family, it will also affect hundreds of other inmates and their families. It will also create anger, a sense of failure and discouragement to the inmates that have worked hard to complete and meet all requirements and look forward to once again be a part of society and be reunited with their families. Please reconsider your decision and let my fiance come home and have another opportunity to due right by his family and community. I am a paralegal, working on my bachelors degree and will be continuing to law school. I cannot sit along side and consider this action as one that will benefit non-violent offenders or their families. Please sign and show the support those forgotten by society so desperately need. Thank you for your time and consideration in this so important matter.
The following are the comments, feelings, impact and emotional statements made by his Family:
David Barrios: If you have family in prison then you know how it feels to miss someone you love. If you are fortunate enough to not have family in prison, then just imagine a son or daughter not having a father figure around and how that’s going to impact their life. In Pennsylvania the government is banning a program called Pre-release that allows inmates incarcerated in Up state correctional facilities to come home early on good behavior time. If you would, please help fight this by going to and filling out a petition to prevent this law from getting finalized. Imagine all the families you can help get back together.
