No organization should refuse the reuniting of a pet and its owner.

Because I think all shelters should be no kill shelters.

The shelter needs to have a program so that a person that is down on their luck can retrieve their dog for a reduced fee, or have a payment program. Why would the shelter rather keep the dog there so that the dog can end up sick? Just give the dog back to his owner, and stop being so money-hungry!

They would rather pay for the cost of upkeep & then killing & disposing of this animal, than give it back to the owner because of financial hardship? Let him have his dog back.
