Ringo, after surgery from dog attack

My neighbors dog, a toy Yorkie, was attacked and killed
by a loose pit bull at the American Legion Playground located at: 6201 Torresdale Avenue Philadelphia PA, 19135 this past week.
My dog and I were attacked 3 years ago by an unleashed dog and suffered many injuries. The only sign that is currently posted is the law for a fine for failure to clean up after your dog.
This American Legion Playground, as well as, many others is not a dog park.
As it is the parks goal to provide a safe, clean & ready to use facility with various activities and programs for all ages, this is a potential recipe for disaster, should it involve a child.
This is currently not a facility that I feel comfortable exposing my pet to, let alone children. I have written to The parks recreation leader and the assistant with no response. As a concerned citizen of Philadelphia and resident of Tacony, I wonder what can be done to ensure that these local playgrounds are enforcing the law?
Please help me to get Michael DiBerardinis Commissioner of Parks and Recreation actively involved in helping us to have this law enforced and protect our pets and children from such attacks. Thank You for your support!

These attacks are happening all the time now. Leashed small dogs out where they have a right to be with their owners are being attacked and often killed by pit bulls. Sometimes the pit bull is loose, sometimes it just pulls loose from the owner. These small dogs are being subjected to inhumane cruelty, their owners are traumatized as are witnesses to these horrific maulings. They must stop.
